Øygarden Municipality intends to ask for tenders based on administration in the tenderer's collective portfolio, and for tenders based on administration in a portfolio with a choice of investments.

Øygarden Municipality would like to enter into a contract for a public occupational pension scheme in accordance with the tariff agreement in KS for its employees, which will come into effect from 1 January 2022. Øygarden Municipality currently has approx. 2900 employees in the scheme. In addition there are approx. 1000 employees with the right, 3500 employees without a right, and 12000 pensioners. The total premium basis is approx. NOK 1 billion. The reserve is approx. NOK 1.5 billion.

We would also like tenders for an equivalent scheme for Øygarden brann og redning KF, Øygarden Bustadutvikling KF, and Øygarden Næringsutvikling KF. Øygarden brann og redning KF has approx. 62 employees. Øygarden Bustadutvikling KF has approx. 10 employees. Øygarden Næringsutvikling KF has 2 employees.

In addition, the contracts will include new units that come in the contract period due to restructuring or other changes in the entity.

Requirement: Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.

Documentation: Company Registration Certificate

Requirement: Tenderers must have a licence to operate a life insurance company at the Financial Supervisory Authority of Norway or equivalent authority in another EEA country.

Requirement: Tenderers must have registered a public sector pension product. There must not be any unclarified objections from the authority.

Økonomisk og finansiell stilling:

Requirement: Tenderers must have sufficient economic and financial capacity to fulfil the contract, including fulfilling the solvency requirements in a secure way. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Documentation: Tenderers can substantiate their economic and financial position by presenting any document that the contracting authority can accept, e.g., a credit rating not older than 6 months, issued by a certified credit rating agency, annual accounts for the previous 3 years with the auditor's reports and notes, or relevant guarantees.

Teknisk og faglig kapasitet:

Requirement: Tenderers must have experience with the provision of a public sector pension scheme in accordance with the tariff agreement in KS.

Documentation: A description of the tenderer's most relevant contracts for the last three years.

Tenderers must have a good implementation ability, including adequate capacity for managing this type of contract.

Documentation: A description of the tenderer's administrative and technical units with relevance for the tenderer's ability to fulfil the framework agreement. A description must be given of the tenderer's competence. The tenderer's capacity will be evaluated in relation to the scope of the contract.
