The main purpose of the procurement is to secure the Joint Ministries’ need for moving, transport and assembly services. The ministries, SMK [the Office of the Prime Minister], Statsbygg [the Directorate of Public Construction and Property], 22.julisenteret [the 22 July Centre] and DSS [the Norwegian Government Security and Service Organisation] currently have large areas with many employees. At any given time there are multiple project in progress that involve relocation of resources and property as well as moving of office spaces etc. Therefore there is continual need for access to a service that can supply moving, transport, storage and assembly services.
Tenderers must also be able to offer storage as needed. For major projects there will be a need for larger storage capacity. A service provider must be able to make be able to make set service personnel available to the contracting authority. There is also a need for the service provider to supply two permanent s.s from the service provider. The framework agreement will be valid for two years from signing. The contracting authority (the Client) has an option to extend the framework agreement for an additional two years, one year at a time.

The need is primarily for a service that can cover various small assignments such as moving smaller objects, screwing together and assembling furniture, removal of various waste etc. as well as moving larger objects. The moving assignments will be both internal in the buildings, between building and to external locations. The moving assignments can also take place in connection with decommissioning and emptying of locations as well as establishing new locations.

Call-offs on the service will be ongoing, and a service provider must be able to quickly make service personnel available to the contracting authority. There is also a need for the service provider to supply two permanent s.s from the service provider.

The annual estimate for the Joint Ministries is based on previous statistics and amounts to NOK 3 million - NOK 6 million per year. Altogether between NOK 12 million - NOK 24 million for a four year period.
The framework agreement will be valid for two years from signing. The contracting authority (the Client) has an option to extend the framework agreement for an additional two years, one year at a time.
The contract basis is the Government’ Standard Contract SSA-R Framework agreement, with SSA-B Assistance Contract as the call-off contract.

Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.

Documentation:
A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: A description of the tenderer´s up to three most relevant assignments in the last three years, together with information on the contracts' value, date of delivery or execution, and the name of the recipient. Relevant assignments means equivalent moving and assembly assignments. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
