The objective of this framework agreement is meet the need for cost-effective procurement of canteen equipment and service of the equipment for all canteens operated by the canteen operator in an agreement with the Ministries' safety and service organization (DSS).
The agreement is entered into with DSS, but other agencies affiliated with the Ministry, the Prime Minister's Office (SMK) and the Government Advocate can also use this agreement and are to be regarded as customers in accordance with this agreement. The contract is exclusive within the contract's standard portfolio as specified in Annex 1 to the contract.
The contract duration will be 2 years, with an option to extend for a further 1 year + 1 year, altogether a maximum 4 years.
The contract values are estimated to be a total of NOK 5 million-NOK 7 million.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirements: tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate.
Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers must be able to show adequate economic and financial capacity for the delivery.
A credit rating with key figures from a recognised credit assessment company, or other form of documentation to verify that the requirement has been met.
Teknisk og faglig kapasitet:
Requirement: tenderers must have sufficient ability and experience to carry out the delivery.
Documentation: a description of the tenderer´s up to three most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution, and the name of the recipient. Relevant assignments means deliveries of commercial kitchen equipment as specified in Annex 1 to the contract.

The description shall as a minimum contain:
• a brief description of the assignment;
• time of execution;
• scope of the assignment in monetary amount;
• name, and telephone number of the reference person at the contracting authority.
Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
Requirement: tenderers must have sufficient capacity to carry out the delivery within the specified limitations and deadlines.
Documentation:
• A statement of the tenderer's average annual workforce in the last 3 years.
Requirement: tenderers must have an environmental management system or standard such as EMAS, ISO 14001, the Eco-Lighthouse certification scheme, or equivalent.
Documentation: tenderers must submit a licence number for the certification and a copy of the certificate. The contracting authority will also accept other documentation of equivalent environmental management measures if the tenderer does not have the possibility to obtain such certificates before the deadline and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards.
