Statsforvalteren’s (the Public Administrator's) employees need hire vehicles for various tours, site inspections and meetings in different parts of the counties they are located in. A government joint contract for hire vehicles is being planned, but the contracting authority needs a separate contract until this new government joint contract comes into force. The contracting authority also needs individual contracts for hiring vehicles for more long-term needs.
The main quantity of the orders is anticipated to be a hire period of one to 2 days. In some cases there will be a need for a hire period of up to 8 weeks. The framework agreement will include hire periods from and including 24 hours to and including 8 weeks.

Tenderers must have their tax, employer contribution and VAT payments in order.

Tenderers must have good economic and financial capacity to fulfil the contract.

1) Statement on the company's turnover in the last three accounting years.
2) A credit rating based on the most recent financial figures. The rating must be carried out by a credit rating company with a licence to conduct this service.
If these documents do not give sufficient information on the company's economic and financial capacity to fulfil the contract, the contracting authority can request further documentation.

Teknisk og faglig kapasitet:
Requirement:
The tenderer must have good experience with the provision of hire vehicles from comparable assignments.
Documentation:

To be documented upon request:
A short description of three of the tenderer's comparable assignments in the last 5 years. The invoice must, as a minimum, include the following information:
• contracting authority,
• the assignment's contractual value excluding VAT,
• the contracting authority's assignments/roles in the projects,
• the start-up and completion dates,
• Part 1, Annex 5 can be used as documentation.
Tenderers must have a system for quality management.
Documentation of fulfilled requirements can be presented in one of the following ways:
• a description of the tenderer's routines for quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement.
• if a tenderer holds an ISO 9001:2008 certificate (or more recent version), this may be attached.
Tenderers must have an environmental management system.
• a description of the tenderer's environmental management routines, with an emphasis on management responsibility, continual analysis, and improvement.
If a tenderer holds an ISO 14001:2008 certificate (or more recent version), this may be attached.
