The main aim of this procurement is to cover DSS' need for professional procurement assistance. Assistance is wanted from one or more consultants for the operative implementation of procurement processes for short and long periods in order to relieve an increased workload, understaffing, long term absence, etc. We would like the same resources to assist the contracting authority so that we achieve an optimum use of resources and continuity. The date and length of the assistance will depend on need.
The assistance will apply for operative assistance with managing and implementing procurement processes. The contracting authority has a separate framework agreement for legal assistance.
A framework agreement will be signed with one tenderer. SSA-B the government's standard contract for consultancy services will be used for individual awards of contract under the framework agreement.

Our customers are DSS, the ministries, and the Office of the Prime Minister, and will during this year will get the Ministry of Foreign Affairs and the foreign service missions in the portfolio. The procurements span from joint contracts for the joint ministries, ICT procurements, security procurements, Facility Management, consultancy services, and assignments such as reviews and evaluations.

Beskrivelse av fornyelser:
The framework agreement will be valid for 2 years from signing. The contracting authority (Client) has an option to extend the framework agreement for an additional 1 year + 1 year.

Egnethet til å utøve yrkesvirksomheten:
Requirements: tenderers must be a legally established company.
Documentation:
Norwegian companies: company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign companies: verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

• A description of the tenderer's up to three most relevant assignments in the last 3 years, together with information on the contract value, date for delivery or execution, and the name of the recipient.
Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.
