Framework Agreement for Procurement of Office, Environment, and Meeting Room Furniture

The Norwegian Parliament would like to enter into a framework agreement for the procurement of furniture for workplaces, meeting rooms and social zones.
The framework agreement will contribute to uniform furniture selection in the Norwegian Parliament, where the furniture creates recognition and identity between the different zones in the parliament building. Whole series of furniture are described, so that the details are recreated and visual calm and a sense of belonging is created, and so that the individual items of furniture harmonise with each other. Desks and cupboards are specially designed and must be specially adapted to the Norwegian Parliament. The procurement is divided into the following sub-contracts:
Sub-contract 1: Specially built workplace furniture.
Sub-contract 2: Environment, meeting room furniture, and office chairs.
Tenders can be submitted for one or both sub-contracts.

Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers must be a legally established company.
Documentation requirement: Norwegian tenderers: Company Registration Certificate. Foreign tenderers: Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.

Requirement: Tenderers must have their affairs in order with respect to the payment of tax, payroll tax and value added tax (VAT). Documentation requirement: Tax Certificate, not older than six months calculated from the tender deadline. For Norwegian tenderers: A tax and VAT certificate issued by the Tax Collection Office via Altinn. Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Requirement: Tenderers must have sufficient financial strength to be able to fulfil the contract.
Documentation Requirement: the contracting authority will obtain a separate credit rating of the company via the credit rating company Bisnode. Tenderers must achieve the score 'credit worthy'. The contracting authority can request that newly established companies where the contracting authority cannot obtain a credit rating document their economic and financial capacity by presenting any other document that the contracting authority deems to be appropriate. This can, for example, be: Bank declaration, commitment statement, auditor declaration.

Teknisk og faglig kapasitet:
Requirement: Tenderers must have good experience from similar deliveries.
Documentation Requirement: Description of the tenderer's most relevant assignments in the last three years. The descriptions must include a short description of the delivery, date of execution, financial extent of the services, and the name and telephone number of a reference person at the contracting authority.

Requirement: Tenderers must have routines for environmental management that ensure a low environmental impact during execution of delivery.
Documentation Requirement: Tenderers must attach a short description of the tenderer's environmental focus, systems, and measures for reducing negative environmental impact. If a tenderer is ISO 14001 certified within the environment, Eco-Lighthouse, or EMAS, a copy of the certificate will be accepted as documentation of fulfilment of the qualification requirement. Requirement: Tenderers must have an established quality system.
