Framework agreement for charter flight services

DSS would like, on behalf of the Ministries and the Office of the Prime Minister, to enter into a framework agreement for the hire of a standard plane and a medium sized plane for official journeys for members of the government. Members of the government normally use scheduled flights most of the time. This procurement is for the times that it is most appropriate to hire a plane.
The contracting authority would like to enter into a contract with a tenderer that can provide a permanent plane (possibly with one or two spare planes) that can be used for relevant journeys, with a capacity of minimum 10 passengers. There will, in addition, be a need in some cases for a medium sized plane with a capacity of minimum 14 passengers. Roughly estimated, the need will be approx. 10-20 trips a year. The number of trips can vary a lot from year to year, and will depend on various factors.

Departures and arrivals will primarily be from/to Oslo Airport Gardermoen.
The annual estimate for the joint ministries is based on historical statistics and is between NOK 3 - 8 million excluding VAT a year. Total between NOK 12 - 32 million excluding VAT over a period of four years.
All documents/communication regarding this procurement must be in Norwegian or a Scandinavian language. However, it is possible to use attachments in English where documentation in Norwegian or a Scandinavian language does not exist.

Beskrivelse av fornyelser:
The framework agreement will be valid for two years from when it is signed. The contracting authority (the Customer) has an option to extend the framework agreement for an additional 2 years, 1 year at a time. The framework agreement will take effect immediately after signing.

Egnethet til å utøve yrkesvirksomheten:
Requirements: Tenderers must be a legally established company.
Documentation:
Norwegian companies: Company registration certificate or a printout from the Unit Register for sole proprietorships not required to register.
Foreign companies: Verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The verification can be submitted in writing or by referring to BRIS.
Økonomisk og finansiell stilling:
Requirement: Paid taxes and duties.
Documentation:
A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no.
