Framework Agreement for Building and Municipal Engineering Consultancy Services

Frogn Kommune

Frogn Municipality would like to enter into framework agreements for consultancy services for the development of plans for land use, as well as the planning and implementation of development projects and major maintenance projects within property and municipal engineering. The aim of the procurement is to cover the municipality's need for various consultancy services within plans for land use and building and municipal engineering installations (roads, water and sewage).

Tenderers must be a legally registered company.

Documentation:

Norwegian companies: Company registration certificate

Foreign tenderers: Registration certificate in a professional register as determined by the legislation in the country where the tenderer is established.

Økonomisk og finansiell stilling:

1. Tenderers must fulfil their tax, VAT and payroll tax payment obligations. Any arrears may lead to rejection.

Documentation:

Norwegian companies: Tax, VAT and payroll tax certificate.

Foreign companies: Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

The tax certificate must not be older than 6 months from the tender deadline.

3. Tenderers must have sufficient financial capacity to fulfil the contract. As a minimum tenderers must have:

— positive working capital (the relationship between liquid assets divided by short-term debt must be a t least 1),

— positive equity.

The tenderer's annual accounts including notes with the boards and auditor's reports for 2019 and 2020.

In addition the contracting authority will obtain a credit assessment/rating themselves.

If a tenderer, due to valid reasons, cannot prove his financial position in accordance with the above-mentioned documentation requirements, the contracting authority will assess other suitable documentation, for example, a declaration from a financial institution on surety.

Teknisk og faglig kapasitet:

1) Tenderers must have systems for quality assurance;

2) Tenderers must have carried out deliveries with a complexity and size that can be seen as relevant experience for deliveries under the framework agreement, i.e., tenderers must have provided consultancy services that are relevant for the discipline(s) offered in the tender;

3) Tenderers must have competence that shows that they will have the required certifications for responsible applicant/responsible engineering designer for the discipline(s) offered in the tender.
