The main office of NORCE is in Bergen, and we operate in Alta, Bardu, Tromsø, Stavanger, Randaberg, Haugesund, Kristiansand, Grimstad and Oslo. The company has approx. 750 employees and more than 2000 ongoing projects at any one time.
The contracting authority is in the market for a system for expanded financial planning and analysis that can cope with the inherent risks of basic spreadsheets, and give extra functionality on top. We are looking for a standardised cloud-based system that will be integrated with our ERP system (Unit4), and can be used for financial planning, budgets and prognoses, reports, and advanced analyses. We would also like to carry out work management in the same system, and have it connected to the models for budgets and prognoses.

The tenderer's standard terms described or attached in annex 10 are binding for the contracting authority as regards the requirements for the delivery of cloud services as specified in point 1.1.2 in the contract.

At the time of this notice the contracting authority does not have control of future situations that can require changes in the contract. The contracting authority reserves the right to make additional procurements of modules in the presented system. This also applies to modules that have new functionality in the contract period and will be seen as a natural further development of the functionality in the system. These can be modules with functionality for, but not limited to:

The Contractor must have a legally established company.
Norwegian Contractors:
- Company registration certificate.
Foreign Contractors:
- Confirmation that the Contractor is registered in a trade register or a register of business enterprise in accordance with the laws of the State where the Contractor is established.
Økonomisk og finansiell stilling:
The Contractor must have sufficient economic and financial capacity to be able to fulfil the contract.
Credit assessment without collateral requirements will be sufficient to meet the requirement. Credit assessment based on the last known accounting data. The rating shall be performed by a credit information company that has a license to conduct such activities.

The Customer reserves the right to obtain additional credit ratings or other financial information such as, but not limited to, annual accounts including notes, the board's annual reports and auditors' reports.
Teknisk og faglig kapasitet:
The Contractor must have experience from similar contracts.
By similar contracts is meant the delivery of solutions and services with comparable complexity and scope that are in asked for in this tender. Description of the Contractor's 3 most relevant contracts during the last 3 years. The description must include an indication of the contract value, time and recipient (name, telephone and e-mail). It is the Contractor's responsibility to document relevance through the description. The Contractor can document the experience by referring to the competence of personnel it has at its disposal and can use for this assignment, even if the experience has been gained while the personnel have performed services for another Contractor. It is emphasized that it is the companies' qualifications that are assessed. Therefore, no specific assessment is made of individuals' competence. This will be done in regards with the evaluation, cf. section 6.1 in the tender document.
