The relationship between Africa and Europe takes place via parallel processes: Bilateral relations, dialogue between the African Union (AU) and the EU, as well as European multi-lateral fora outside the EU. The EU and the EU Commission would like to have a new relationship between Africa and Europe where there is more emphasis on political cooperation and more equal conditions, including increased commercial collaboration. This is in accordance with the main characteristics of Norwegian Africa policy. The AU and EU are scheduled to adopt a new strategic partnership contract at an AU-EU summit meeting in 2022.

It is in Norwegian and European interests that Europe tries to coordinate its new policy in relation to Africa based on equal conditions, where there is better consultation with both the AU and each individual African country. This requires closer cooperation with European countries. We would therefore like to have an informal forum in order to contribute to strengthening the relationship between Europe and Africa. Such a platform can supplement the more formal processes and provide feedback for them.

The assignment consists of the following:

• The tenderer must prepare and facilitate uformal round table conferences on topical themes that are relevant for the development and improvement of the relationship between Europe and Africa. The conferences must, amongst other things :

o Have moderators who are compentent and experienced within the chosen theme

o Participation from central decision makers within European-African policy, for example, elected politicians, EU commissioners, EU/AU representatives in management positions, etc.

o Be located in European and African capitals where important policies on the relationship between Europe and Africa are adopted.

• The tenderer must finally prepare a report of the completed activities and give advice on how to develop the relationship between Europe and Africa within the conferences' themes.

Beskrivelse av fornyelser:

The contract period is 15 months from when the contract is signed, split between 12 months for conferences and three months for the report, with an option to extend the contract for a further 15 (12 + 3) months. If the contract is extended, the Ministry of Foreign Affairs will require a new round of round table conferences and the subsequent report.

Qualification requirement: Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.

Documentation requirement:

Norwegian tenderers: A tax certificate is sufficient documentation. Norwegian tenderers do not need to present further documentation.

Foreign companies: Confirmation that the tenderer is registered in a company register, professional register or a trade register in the state where the tenderer is established.

Økonomisk og finansiell stilling:

Qualification requirement: Good economic and financial standing.

Documentation requirement:

Annual accounts/annual reports that document the tenderer's economic and financial standing for the last three fiscal years.

If it is not possible to submit the annual accounts/annual reports for the last three fiscal years, as, for example, the tenderer's company is newly established, such reports must be submitted for as far back in time as possible, and, if necessary, the tenderer must submit alternative documentation.

Teknisk og faglig kapasitet:

Qualification requirement 1:

Tenderers must have comprehensive and considerable experience from equivalent/comparable assignments.

Equivalent/comparable assignments means the preparation and facilitation of conferences, etc., on European-African policies, equivalent to thenround table conferences requested in this tender.

Documentation requirement: A list of the tenderer's most relevant assignments in the last three years.

The list must include the following information:

• the value of the contract, dates, and involved participants, either public or private.

• a description of the assignment in order to illustrate the tenderer's experience with equivalent/comparable assignments, including the moderator and participants at the conferences.

Qualification requirement 2:

Tenderers must have sufficient capacity and suitable manpower to fulfil the requirements in the contract.

Documentation requirement: An overview of the personnel that the tenderer has available for fulfilment of the contract, with an overview of the personnel's position and areas of competence.

CVs for employees in general are not to be submitted. Tenderers are only to attach CVs for key persons as requested in the award criteria.

Qualification requirement 3:

Tenderers must have a presence (office, department, branch, etc.,) in one or more European capitals where important policies on the relationship between Europe and Africa are made, i.e., London, Paris, Berlin, Brussels, Madrid or Lisbon.

This requirement can be fulfilled through collaboration with a sub-supplier that will participate in the execution of the contract, in accordance with the public procurement regulations, section 16-10 (5).

Documentation requirement: A statement of the place and type of presence.

Qualification requirement 4:

Tenderers must be politically independent.

Documentation requirement: Annex 4 of the tender documentation 'Declaration on Political Independence' must be completed and signed, and attached to the tender.
