The E03 contract comprises the southern section of the tunneling works, with approximately 9 km of twin tunnels, the tunnel is to be driven with a grade of 5%. An earlier preliminary works contract has established an access tunnel between the filling area and main tunnels. The main tunnels are to be blasted ca 8 km north from the access tunnel, and 1 km north towards Harestad. The tunneling works comprise blasting and excavation of the tunnels, as well as geological stabilizing (rock bolting, shotcrete etc), injection works and waterproofing of the tunnels (membranes, and precast elements), roadworks in the tunnels, and construction of the technical buildings, pump stations etc. The contract also includes the tunnel portals, and 125 m of highway in Harestad, as well as

Tenderers must have adequate economic and financial capacity to comply with the contractual obligations and fulfil the following requirements: 1. Equity min. NOK 100 million. 2. An average annual turnover of minimum NOK 500 million for the last three financial years. 3. Tenderers must have an equity ratio of at least 10 %.

Teknisk og faglig kapasitet:
Tenderers must have sufficient experience of a relevant nature and degree of difficulty from the following work: 1. Construction of drill and blast tunnels, as well as tunnel stabilizing and injection works. 2. Construction of sea filling including barge works, and rock seawalls. If the tenderer intends on using a subcontractor and the subcontractors experience to qualify for the works, the tenderer must include relevant documentation, see point B2, section 4.1.

Tenderers must have a system that shows that they work pro-actively to ensure safety, health and working environment (HMS), with relevance for equivalent work included in this tender contest. The system will be subject to periodic reviews.
Tenderers, and the suppliers the tenderer will rely on to fulfil the requirement for technical and professional qualification in B2 point 2.4, cf. 4.1 must have an average H2 value lower than 12 for the last three years.
If the H2 value is higher than 12, an account must be given of the development tendency of the H2 value. In such cases the contracting authority will carry out a general assessment based on the tenderer's account, and can, on the basis of this, still qualify the tenderer on this point. Particular events and trends stated in the account will be emphasised in the general assessment.

The tender documentation is for contract E03, which comprises the main tunnels, tunnels 11 and 12 from the open air zone at Harestad and northwards to the contract border between E03 and E02. Rogfast will replace the ferry routes E39 Mortavika -Arsvågen and Mekjarvik – Kvitsøy. E39 Rogfast consists of a 26.7 km submarine main tunnel with separate tunnels for each direction with a cross section of 2 x T10.5 between Harestad in Randaberg Municipality to the south of Boknafjorden and Laupland in Bokn Municipality to the north of Boknafjorden. Approx. 1.4 km of motorway will be constructed that is made narrower and connected to the existing E39 to the south of Knarholmen. A 3.5 km tunnel with a cross section of T10.0 is to be constructed between Kvitsøy and the main tunnel, which will be connected to the main tunnel in a two-level interchange in the tunnel. Contract E03 main tunnel south is to be constructed as two tunnels including the cutting with a cross section of 2*T10.5, approx. 9 km. The tunnel is to be driven with a 5% decline approx. 8 km to the north from the cross cut in Mekjarvik and 1 km of 5% incline to the south towards Harestad. The contract also includes blasting and securing the tunnel, rock room/drift and cross cut, as well as water and frost protection, ditches for pipe work, and road construction. The tunnel will have concrete elements in the walls and roof. 14 technical buildings, 7 pump stations, and some minor constructions in the tunnel are to be constructed. Portals must also be constructed, one technical building and approx. 125m of 4 lane road in the open air. A temporary road to the cutting from Harestadveien must be established.
