Norsk nukleær dekommisjonering (NND)

Norwegian Nuclear Decommissioning (NND) has been given the task of clearing up after Norway's nuclear activities at Kjeller and in Halden. Decommissioning of the sites involves, amongst other things, that radioactive material must be stored safely. NND has initiated a process for development of disposal solutions for all classes of radioactive waste. During the process, several reports on the topic have been drawn up. The aim of the new Framework Agreement is to build further on these reports.
The customer intends to enter into a Framework Agreement with one single vendor for each subcontract, within the following areas:
1. Development of solutions for disposal of spent fuel and other radioactive waste
2. Development of concept for disposal of spent fuel or other highly radioactive waste in one or more boreholes
If the customer signs contracts with different vendors for Subcontract 1 and Subcontract 2, the vendors will be asked to inspect each others work in an independent review.

Goals for the work are:
- Develop an information base to be used for decisions about choice of concept for disposal of various types of radioactive waste
- Assist with the localisation process for one or multiple disposal sites
- Establish a sound basis for further development of the disposal solutions. This particularly involves refining the general development plans, goals and requirements.
- Refine the concepts as far as possible in the agreement period, within the required tolerances for risk and cost.
If the customer signs contracts with different vendors for Subcontract 1 and Subcontract 2, the vendors will be asked to inspect each other's work as independent review.

Requirement:
Tenderers must have orderly conditions with regard to payment of tax, employer's national insurance contributions and VAT.
Documentation requirement:
The tax certificate must not be older than six months calculated from the deadline for submitting a request for participation. A tax certificate is defined as:
For Norwegian tenderers:
- Tax and VAT certificate issued by the tax office via Altinn.
For foreign tenderers:
- Foreign tenderers must submit equivalent certificates from their own country that show that their payment of tax and fees is in order. If the authorities in the relevant country do not issue such certificates, the tenderer should submit a declaration stating that all taxes and duties have been paid. The statement must be approved and signed by the tenderer's Financial Director/ person responsible for finance.

A short, overall description of the company is to be submitted, on a maximum of three pages, including:
-An account of the company’s business concept and core competencies related to the scope of the delivery.
- An overview of the company’s history, organisation and ownership, as well as a description of the current business activities. The overview must clearly state the ownership of the company.
- A description of how the tenderer is organised for the implementation of this contract, as well as the company's capacity. This must include an overview of the technical personnel that the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not. If a tenderer uses sub-suppliers, an overview must be given for the distribution of technical personnel between the main supplier and the sub-supplier.

- A list of important reference customers in the last three years (use the template in Part 1 Annex 1).
The contracting authority must have the opportunity to contact the contact persons listed.

Tenderers must submit documentation of ISO 9001 or an equivalent quality assurance systems.
If a tenderer is not certified, the tenderer can document the requirement by submitting an overview of the table of contents for the quality assurance systems.
