The purpose of the procurement is to engage a turnkey contractor for contract 2305 helicopter platform for the new hospital in Drammen project, which will be responsible for the services that will be delivered. The New Hospital in Drammen [Norwegian abbreviation PNSD] consists of a building complex with a total of approx. 122,000 m2. The site is 150 decares, and is located in the existing industrial area at Brakerøya as far as Drammenselva and near the railway station. Construction start was in autumn 2019, and the hospital will be ready for trial operation in June 2024. The new hospital in Drammen will be a local hospital for Lier, Drammen, Asker, and Holmstrand Municipalities, and a regional hospital for all of Vestre Viken. The function distribution between the hospitals in Vestre Viken is in line with the assignment and function distribution in Helse Sør-Øst. PNSD is dimensioned to meet the need for specialist health services for a population of approx. 500,500 residents in the year 2030.

The new hospital at Brakerøya will include both somatics, mental health care and cross-discipline specialised substance abuse treatment. The work includes the following main elements: Helse Sør-Øst has decided to facilitate for AW 139 as the largest dimensioned helicopter. The hospital building is oriented in a north east-south west direction. The landing place is planned to be on the roof where two ward towers intersect, with grade elevation of approx. 42 m. The actual helicopter platform will be structurally separate from the adjacent steps and walkway. A horizontal safety net will be included outside the platform and by parts of the walkway and steps closest to it, structually connected to the platform or as part of the walkway/steps. Steps from the platform includes emergency steps to the roof at level 9 below, as well as three short stairways down to the surrounding roof surfaces. The three last do not need railings. For safety reasons consideration ought to be given to railings that can be raised/lowered closest to the platform, railings that can be laid down during landing and takeoff. A complete covered walkway with construction, roof, glass walls, and railings is included in this delivery. The walkway is elevated above an insulated roof. The interface between the covered walkway and the building is located by an insulated wall towards the vestibule to the emergency lift and stairs. Necessary sealing and fitting connection between the walkway's roof, floor and walls and the building's walls must be included here. The complete stairs to the platform are also part of this delivery, including structures for this to the underlying building. The interface for the facilitated safe escape route is located by a door in the façade from the roof at level 9. An elevated platform in aluminium is to be delivered. The interfaces for delivery of load-bearing structures for the helicopter platform are on top of the columns erected through the roof and end above the roofing below the vibration dampers. Vibration absorbers are part of this contract. The pillars have an asymmetric placement and the placement is not matched to the supporting system for the helicopter platform. The delivery includes vibration absorbers and an overlying truss system that exchanges the load from the platform deck to the columns. The outer edge of the truss work system must have a symmetrical octagon design. The helicopter cover must be ice free. There will be a thermal snow melting system in the deck, including the emergency corridor from the lift to the helicopter deck. Drainage from the platform will lead to an oil separator in the technical room on level 9. Fire extinguishing system on the helicopter deck. The foam installations with foam tanks are to be placed in a technical room on level 9. Foam canons are to be placed in accordance with the regulations. Lighting installations are to be delivered in accordance with the regulations on the design of small helicopter landing areas BSL E 3-6. Night flying must be possible. It must be possible to operate the lighting installations from a helicopter. Automatic distribution with control of heating installations and extinguishing installations. Sub-distribution with circuit fuses, as well as circuit systems for electrical installations. See annex C2 point 105 Function Description for a description of rigging and operation. Start-up at the construction site August/September 2023.
