General information on the procurement.
As a step to be a new and greater municipality, Drammen has begun the process of prevention and management of violence, threats and harassment in the work place.
Employees from different levels in the organisation, the trade unions and the Personnel Safety representative services are all involved. The work must be anchored administratively and politically. New planning will be prepared, a working model will be further developed and implemented, and competence development will be carried out broadly in the municipality.

A competence ladder consists of five stages has been prepared, however stage 1 is not included in the procurement. Stage 1 will be prepared internally in the municipality and will focus on general HSE work. The general routines and guidelines described in the municipality's quality management system EQS will also be highlighted. General templates and standards, as well as relevant legislation, e.g., the Working Environment Act, will be reviewed. The intention is to give all employees a joint foundation and joint understanding of how the municipality works with HSE, risk analyses, EQS, as well as an insight in how to register events (deviations) and how cases are handled.

Target group
The tenderer must offer a scheme for training adapted to the service area challenges and employee needs. Relevant areas are: Schools, nurseries, NAV (social services), mental health and substance abuse, mental health residences, home care services, dementia/geriatric psychiatry, services for people with lowered functional ability, various health services (24 hour emergency services, activity and rehabilitation and medical professional activity), pedagogic/psychological services, parking attendants, building application case processors, payroll and accounting, as well as cultural workers. The list is not exhaustive.

Course-training scheme
Drammen Municipality's work with violence and threats of violence against employees is divided into basic training, training of resource persons, updating and maintenance of external assistance with emergency need.
The supplier will offer a training offer to around 1,500 persons. Of these, approximately 1,100 persons will have basic training and approximately 400 persons will have updating and maintenance of knowledge or have training to be resource persons. There are a total of 60 participating entities and 40 of them want external assistance in the event of emergency needs.

Course holders must report who has participated, as well as issue course certificates to each participant.
Course premises for the physical meetings
Drammen Municipality has premises for the courses and catering. The courses will be held in the Competence Centre's premises at Grønland 53, 3019 Drammen, or at one of the municipality's other premises.
