The contracting authority is cancelling the contest. When there is only one valid tender at the tender opening, there is justifiable reason for the contracting authority to cancel the contest according to the public procurement regulation § 25-4 first section. As there is only one valid tender, and the contracting authority wants real competition, the contracting authority has chosen to cancel the contest. A new competition will be announced.
