The contract will cover the contracting authority's need for the development and administration of digital services.
The aim of the contract is to ensure that Oslo Municipality has access to the correct competence and capacity to develop, administer, and further develop high quality digital services for inhabitants, employees and businesses. Furthermore, it will support the technological development and future need for services in the municipality. Services that are provided in the contract period will therefore be affected by rapdily changing technology. In the development environments in Oslo Municipality we are working flexibly with the DevOps methodology.
The contract area as a whole has been announced as two different contests and two different contracts. This notice includes the administrative provisions/conditions for the contest for contract 2.

The contract period will be one year from the date the contract is signed.
The contracting authority will have an option to extend the contract for up to a further 1+1+1 year on the same terms.

Documentation:

Foreign tenderers: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to comply with the agreement.
Documentation:
The company's last annual report from the board and the auditor's report.
The contracting authority will obtain a credit rating.
Teknisk og faglig kapasitet:
Tenderers must have good experience from equivalent assignments.
Equivalent assignments means:
- Assignments with flexible methods, Dev-Ops, and multidisciplinary team.
- Assignments that used cloud services.
- Development of applications.
- Development of integrations.
Documentation:
A short description of the most important deliveries in the last three years, including information on the contract's value, delivery date, and the name of the contracting authority.
Emphasis will be put on descriptions of the assignment's content that also highlight experience in the list of points in the left column in equivalent assignments.
The descriptions should not exceed 3 pages.
Tenderers must have sufficient capacity to fulfil the contract.
Sufficient capacity means that the tenderer must have 12 consultants within IT related disciplines. Management and administration come in addition.
A statement of the tenderer's annual workforce and the number of employees in management per 01.10.21.
Documented by a completed Part I Qualification Category and Capacity (annex 1).

The contracting authority will invite 8-12 tenderers from the requests for participation in the contest to submit a tender, based on what the contracting authority believes will give the best competition.
The contracting authority will focus on achieving a good composition of both small, medium sized, and large actors in the contest, in accordance with the division given in the qualification documentation, point 4.3.
The contracting authority will rank the tenderers within each category, based on who best fulfils the qualification requirements:
- Tenderers must have good experience from equivalent assignments.
- Tenderers must have sufficient capacity to fulfil the contract.
The qualification requirement 'good experience from equivalent assignments' will be weighted the highest in this assessment.
The contracting authority will select a minimum of 2 of the best qualified tenderers from each category if there are enough qualified actors within the category.
