Kort beskrivelse:
Hitra Municipality will be a future-orientated municipality, with good services and an open management culture. It must be easy to give the public the documentation they would like, either by the public obtaining it or upon request.
Trade systems from Visma will not be integrated in the case/archive system, as these have their own approved archive core.
The municipality has currently approximately 270 users in ePhorte, of which 100 are seen as 'active'.
General requirements:
— largest possible document capture,
— cloud based (secure zone),
— adequate and complete system (archive and portal system),
— simple and efficient,
— user friendly and intuitive (a work platform),
— good digital communication,
— good integration options,
— off-the-shelf product.

Unilateral option for the contracting authority for a contract extension for 2 + 2 years.

Tenderers must be registered in a company register, professional register or a trade register in the state where the tenderer is established.
Documentation requirement:
Norwegian companies: Company registration certificate
Foreign tenderers: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Tenderers must have their tax, employer contribution and value added tax (VAT) payments in order.
Minste nivå(er) av standarder:
Credit evaluation/rating, not older than 6 months, which is based on the last known accounting figures. The rating must be carried out by an officially certified credit rating institution.
Tax certificate (RF-1244 stipulated by the Tax Directorate), i.e., a certificate from the chief municipal treasurer for paid tax/payroll tax where the tenderer has its main office. The certificate must not be more than 6 months old.
Teknisk og faglig kapasitet:
Tenderers must have recent experience from comparable assignments.
Tenderers must be able to sign Hitra Municipality's self-declaration from on ethical guidelines, seriousness and proper working life, and wages and working conditions.
Minste nivå(er) av standarder:
Description of up to three of the tenderer's most relevant assignments during the last 3 years. The list must include a statement of the assignment value, dates and recipients (name, telephone number and e-mail address). It is the tenderer's responsibility to document relevance through the description. Tenderers can document experience by referring to the competence of the personnel at disposal for this assignment, including experience that has been acquired while the personnel performed services for another service provider.
