The Norwegian Directorate of Education and Training has various measures that will strengthen nurseries, schools, authorities, and owners in their work on promoting safe environments, as well as the preventing, uncovering, and dealing with unhappiness, bullying, and other violation. Despite a comprehensive national initiative on children and pupils' learning environment, there are still major differences between nurseries and schools as regards capacity and competence in this field. The new Nursery Act that came into force in January 2021 can give an increased need for support and guidance in the sector. In order to support and guide nurseries and schools in their work on providing children and youths with a safe and good environment, the Norwegian Directorate of Education and Training has a government compensation scheme, the Learning Environment Project. Nurseries and school owners with major challenges with the learning environment over time get an offer of competence development and guidance.

Since 2013 the Norwegian Directorate of Education and Training has offered the Learning Environment Project to municipalities and counties that would like to work on the learning environment, and that need direct support and guidance to translate the rules, theory, and expertise to local conditions. Nursery and school owners, managers and employees in nurseries, schools and wraparound care will, through participation in the project, strengthen their competence in developing and maintaining a safe and good nursery and school environment, as well as preventing, uncovering, and dealing with unhappiness, outsiderness, and violations such as bullying, violence, discrimination, and harassment. The project will also contribute to strengthening nursery and school owners' role of being responsible for competence development and the learning environment in nurseries and schools. When working on the learning environment there will sometimes need to cooperate with services and actors outside the nursery and school, such as child health clinics and the school health service, PPT, BUP, or child welfare. It is therefore important that the project simulates multi-disciplinary cooperation when appropriate.
