A central valve sump, contract K260, shall be established on the stretch Sandbekken - Sørlihavna in connection with the upgrading of the new main water pipeline. The valve sump shall replace and supplement the existing K260 which is located 100 m further north. This invitation to tender is related to the construction of a complete valve sump K260, including mechanical equipment, electrical installation, and automation.

Justification for cancellation The contracting authority has reviewed the submitted applications. The applications for prequalification must include documentation of who the applicant will rely on for central competence areas that the tenderer does not have in its organisation. Furthermore, tenderers must document by a commitment statement that they can use the necessary resources in the companies that they will rely on, cf. the described prerequisites and documentation requirements in the invitation to the prequalification and the public procurement regulations, section 16.10. A completed ESPD form must be attached for these companies. The contracting authority has ascertained that only one of the submitted applications covers the most important competence areas in this contract. The contracting authority believes that real competition cannot be achieved. Value sump K260 is cancelled as only one tenderer achieved the qualification requirement 'tenderers have sufficient capacity'. The contracting authority will announce a new contest based on the same scope for the valve sump contract K260, with clarification in the invitation for prequalification of which competence areas must be covered in the application for the requirement 'tenderers must have sufficient capacity'.
