The agreement will be signed for 3 years, with an option for 1+1+1 year extension. The maximum contract period is 6 years.

Egnethet til å utøve yrkesvirksomheten:
Tenderers must be a legally established company.
Documentation: Certificate from the Register of Business Enterprises or equivalent certificate of legal registration in a trade register in the country where the tenderer is established.
A statement showing the tenderer's ownership and ownership structure
Tenderers must fulfil the requirements in the terms on pay and working conditions.
A self-declaration showing compliance with pay and work conditions in accordance with Sub-Appendix 1.
The self-declaration must show that the tenderer verifies that all of the tenderer's employees, and any sub providers who directly contribute to fulfilment of the agreement, have established pay and work conditions not inferior to those given in the nationwide tariff agreement, or what is otherwise seen as normal for the place and profession in question. Cf. the regulations on wages and working conditions in public contracts dated 08.02.2008, no. 112.

Økonomisk og finansiell stilling:
A copy of the credit rating:
The credit rating must not be older than 3 months. A definition of the symbols that the credit rating institution uses must be enclosed so that Statnett SF can assess different ratings against each other.
If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

The tenderer must have sufficient economic and financial capacity to complete the contract.

Security agreement completed and signed in accordance with Sub-Appendix 2.
Self-declaration - list of sanctions
A self-declaration in accordance with Sub-Appendix 3
Copy of valid license (s) / permit (s) from Finanstilsynet [the .Financial Supervisory Authority of Norway]
A description of the tenderer's Counselling competence, Counselling capacity, Administrative systems, etc.
A detailed description of the tenderer’s most important assignments in the last 5 years from the deadline for application. The following must be stated for each of the deliveries: Description of the delivery's content, Time of delivery, Delivery value, Name of the contracting authority, the point of contact for the contracting authority containing contact data (telephone number and e-mail address).

If the tenderer is certified in accordance with ISO 9001:2015 or equivalent quality assurance standards, and has certifications that cover the contract, it is sufficient to present a copy of the valid certificate.
Or (if unable to present relevant certificates)
A description of the tenderer's system (routines and measures) regarding quality assurance.
Minste nivå(er) av standarder:
Security agreement: The supplier must sign the Security Agreement.
Tenderers must confirm that they and their sub-providers are not included in the sanction list of the Office of Foreign Assets Control, U. S Department of Treasury.
Concession: The tenderer must have a licence to provide a defined contribution pension scheme and a waiver of contribution scheme.
Competence and capacity: The tenderer must substantiate the sufficient competence and capacity to manage the scope and complexity of the contract.
Relevant experiences: Tenderers must have relevant experience from equivalent assignments. The reference assignments must have been completed in a satisfactory way.
"Equivalent assignments" are in this context defined as assignments to contracting authorities of equivalent scope and with comparable complexity as the delivery to Statnett.
Quality assurance: The tenderer must have and practice a good and well-functioning management system for quality that covers the assignment.

The competition begins with a qualification phase. All interested tenderers can submit a request to participate in the invitation to tender. Only the tenderers who meet the qualification requirements and have been invited to participate in the tendering stage will be given the opportunity to submit tenders.
