The purpose of the procurement is to ensure access to fixtures to be used for outdoor lighting for the areas Bymiljøetaten has management responsibility for.
The framework agreements apply for all town areas administrated by Bymiljøetaten [the Agency for Urban Environment] when establishing new facilities, upgrading of the existing facilities and replacement due to due to errors (operation). This included, among others, gates, square and meeting places, parks, green areas, sport facility and the field. The procurement must ensure standardisation of the outdoor fixture so that the outdoor lighting gets a uniform appearance and the correct characteristics as needed to light different spaces. The standardisation will simplify the processes connected to engineering design, approval, purchasing, installation as well as management and operation of lighting system.
The procurement is divided into five sub-contracts:
• Sub-contract I Standard fixtures
• Sub-contract II Special fixtures
• Sub-contract III Winter lighting
• Sub-contract IV Powerline-node
• Sub-contract V Wireless control system

A framework agreement will be entered into with one tenderer for each individual sub-contract. The tenderer can choose to submit tenders for one or more sub-contracts. The five sub-contracts will be evaluated and awarded independently of each other. A tender conference will be held 09.12.2021, 13:00 on Teams. Register for the tender conference through the message service in KGV by 14:00 the day before. Link to the conference will be sent prior to the conference. The purpose of the tender conference is to carry out a review of the tender documentation and clarify any ambiguity in the competition. Tenderers are requested to submit any questions in KGV in advance so that the contracting authority has the opportunity to prepare answers. Questions will be anonymous. The minutes from the tender conference will be made available without undue delay in the tender management tool.

Tenderers are requested to enclose a price list for replaceable modules per standard fixture (in this there are three prices per armature including fixture driver, LED board and optics). NB these products will not be included in the price evaluation.

Documentation Requirement 1: A description of the tenderer's environmental management measures. If a tenderer has certificates from independent bodies that can substantiate an established environmental management system, certificates thereof can be presented as documentation.

The contracting authority refers in this connection to the EMAS (Eco-Management and Audit Scheme) , or other acknowledged environmental management systems stated in the decree (EF) no. 1221/2009 article 45, such as the Environmental Lighthouse Scheme, or other environmental management standards that are based on relevant European or international standards from accredited bodies, e.g., ISO 14001 or equivalent.

Requirement 1. Environmental management measures must have been established, ensure that the tenderer is suitable to comply with the contractual obligations for environmental regulations. This means that the tenderer must have methods for working actively and systematically on reducing negative environmental impact from the tenderer activities related to the implementation of this contract.

Requirement 2: The tenderer is required to have implemented quality assurance measures ensuring that the tenderer is suited to fulfil the contractual obligations for social requirements . This means that the tenderer has methods for managing the supplier chain and tracking systems that enable follow-up of compliance with

• Basic human rights, including, amongst other things:
o No person must be subjected to torture or gruesome, inhuman or degrading treatment or punishment (UN’s Universal Declaration of Human Rights art. 5)
o All workers have the right to fa and good payment that ensures them and their family a dignified existence, and if necessary, complemented by other social protection (UN’s Universal Declaration of Human Rights art. 23.3).
o Everyone has the right to rest and leisure time, including reasonable limiting of work hours and regular holidays with pay. (UN’s Universal Declaration of Human Rights art. 24)
• ILO's core conventions:
o ILO convention no. 138 and 182 (ban on child labour), nos. 29 and 105 (ban on discrimination) and numbers 100 and 111 (ban on discrimination) and nos. 87 and 98 (freedom of association and right to collective bargaining).
• International law's regulations that related to the delivery in this agreement, including relevant UN decisions that Norway have signed.
Requirement 3 is specified for each sub-contract:
Requirement 3 Sub-contract I: The tenderer must have experience from at least three equivalent deliveries during the last five years. Equivalent deliveries means delivery of standard fittings for outdoor lighting in a Norwegian climate and delivery of more than 200 standard figures per project.

For at least one of the three deliveries, a minimum of 50 of the 200 delivered fixtures must have been supplied with Zhaga connection.
Requirement 3 Sub-contract II: The tenderer must have experience from a minimum of three equivalent deliveries during the last five years. Equivalent deliveries means deliveries of special fixtures for outdoor lighting in Nordic climate with deliveries of more than 30 special fixtures per project.

Vilkår for kontraktoppfyllelse:
The contractual relationship will be governed in accordance with the attached contract and associated standard contractual terms for Oslo Municipality’s purchase of goods.
The contracting authority wants to make the tenderer particularly aware of point 14 Social contract terms. The requirements are in points 14.1 and 14. 2 in the contract formula and applies to all of the sub-contracts.
