Kort beskrivelse:
Surveys have uncovered four central challenges:
1) the knowledge basis is too broad and unclear;
2) the portals are poorly adapted to each individual user's needs;
3) there are large differences in municipalities' resources and analysis competence;
4) the users have little time and different accesses to resources.
In order to solve these challenges for the nursery and school sector, the Norwegian Directorate of Education and Training has decided to procure a visualisation tool (a business intelligence system) for the Directorate's knowledge basis.
The tool will be connected to the Norwegian Directorate of Education and Training's statistics system (USS), which will be our primary data source. The system is a data warehouse on a SQL server. Tenderers must be able to deliver all the required software, offer services for installing the tool and set-up and integration with USS.

A presentation of what different licence models are offered for the tool is important. The Norwegian Directorate of Education and Training does not want a model based on user licences and is, thus, requesting alternative price models.
