The contracting authority shall procure a tool for optimising waste routes in Trondheim municipality. The tool will be able to give us a targeted optimisation and increase the efficiency for the collection of waste from businesses (Retura AS) and households (Trondheim Renholdsverk AS), respectively. There are approx. 90 000 households in Trondheim municipality, each with their own collection schemes. Of these, approx. 60 000 own small containers outside the house, while the rest are distributed at common collection points such as containers and waste suction systems. The route optimisation tool should be used on the devices connected to small containers and larger ones. This amounts to approx. 130 000 units located in the city, distributed in approx. 34 000 collection locations. Based on the type of device and vehicles that can collect the unit, we want a scheme that generates new efficient routes for an expanding city.

Qualification requirements
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Documentation that the company is registered in a company register, professional register or a trade register in the state where the tenderer is established.
The certificate must not be older than 12 months from the tender deadline.

Qualification requirements
Tenderers must have the financial capacity to carry out the assignment/comply with the contractual obligations. Tenderers are required to be credit worthy, have satisfactory liquidity and solidity, and a minimum score of A or equivalent.
Documentation requirement:
A credit rating based on the most recent accounting figures. The credit rating must not be older than 3 months. The rating shall be carried out by a credit rating company with licence to carry out this service.

Requirement
Tenderers must have experience from comparable assignments.
Documentation requirement
• A description of the tenderer´s most relevant assignments in the course of the last 3 years.
The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and e-mail address). It is the tenderer´s responsibility to document relevance through the description. Tenderers can document experience be referring to the competence of the personnel that can be used for this project, including skills or experience that has been acquired while the personnel was in the service of another employer.

Qualification requirements
Tenderers are required to have a quality assurance system.
Documentation:
• Documentation of the quality assurance system.
An account of the tenderer's existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer's quality assurance system in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

• Signed commitment statement (Annex 8).
If a tenderer must rely on another company's competence or capacity to fulfil a qualification requirement, a separate ESPD form must be enclosed for this sub-supplier. A signed statement of commitment from the relevant subcontractor must be submitted.

§ 25-2. Waiting period before the contract is signed.
1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.

(b) when the chosen tenderer is the only affected tenderer;
