The contract also includes the establishment and maintenance of a register of environmental data for vehicles.
The provider must exchange files with the toll companies but the services must be provided in the provider's own systems.
The contracting authority and the selected provider must sign the enclosed data processor agreement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) Tenderers must be registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Documentation:
Norwegian companies: company registration certificate.
Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
2) The selected provider must present a tax and VAT certificate. This only applies if the selected provider is Norwegian. The tax certificate can be ordered from Altinn, and it must not be older than 6 months calculated from the deadline for submitting a request for participation in the competition.

Økonomisk og finansiell stilling:
1) Tenderers must have sufficient the economic and financial capacity to fulfil the contract.
Documentation: a credit rating based on the most recent financial figures. The rating must be carried out by a credit rating agency with a licence to conduct this service. The contracting authority reserves the right to obtain an individual credit rating of the tenderer.

Teknisk og faglig kapasitet:
1) The tenderer must have experience from comparable deliveries. The contracting authority will emphasise whether or not the stated ‘comparable’ project has involved comparable owner information collection services, comparable geographical scopes, comparable volumes, etc.

Documentation: a description of the provider's most relevant assignments in the last 3 years and contact details for the associated customers' representative (reference). The description of each assignment must not exceed an A4 page of text per reference. Tenderers must ensure that the documentation complies with the requirements. Enter the reference projects in appendix 4 ‘Referanseprosjektbeskrivelse’ [‘Reference project description’]. Newly established tenderers can base their documentation on the supply of employees from previous employers. Reference assignments older than 3 years are not accepted.

The description must also include a description of to what degree sub-providers will be involved (it is not necessary to name them). The description must not exceed two A4 pages.
