The aim of the Our Ocean Conferences is to promote a healthy and sustainable ocean by bringing together and mobilising voluntary commitments from governments, private sector and civil society.

A steering mechanism for the conferences was established on 2 June 2020, in the form of an Advisory Group consisting of past and confirmed future hosts and up to three special advisors invited by the advisory group, and chaired by the current host of the Our Ocean Conference. The Advisory Group is intended to ensure greater continuity between conferences and in particular handle issues relating to securing future hosts.

The contract period is 3 years from the date of signature, with an option to extend the contract three times for one year (3 + 1 + 1 + 1).

Beskrivelse av opsjoner:

The contract period ends after three (3) years, unless the customer at least three (3) months before the time of expiration of the contract period, notifies the consultant in writing that the option to extend the contract is being exercised.

Conditions for participation:

• the tenderer must have a legally established business.

• good conduct. The contracting authority will consistently reject providers who can be linked to professional misconduct. The supplier must confirm that the business has not been convicted of any offence listed in the annex ‘Declaration of good conduct’.

Documentation that must be provided:

• for Norwegian tenderers, the tax certificates are sufficient proof that the business is legally established, and it is not necessary to provide further documentation. Tenderers that are not established in Norway must provide proof of enrolment in a professional or trade register.

• Annex 2 ‘Declaration of good conduct’ must be completed and signed, and enclosed with the tender.

• good economic and financial standing.

Documentation that must be provided:

• fiscal report (financial report) documenting the tenderers financial status for the last 3 fiscal years.

In the event that it is not possible to submit fiscal reports for the last 3 fiscal years, for example due to the tenderer's company being recently established, fiscal report shall be provided for as far back as possible and if necessary the tenderer shall provide alternative documentation.

Teknisk og faglig kapasitet:

Condition 1 for participation:

• The service provider must be able to make available staff with sufficient IT and administrative qualifications to:

— act as administrative point of contact for the Advisory Group,

— carry out administrative tasks such as administrate email accounts, bank accounts, pay fees/subscriptions, web site domains, etc.,

— maintain software for commitment registration/tracking tool,

— provide data governance.

• the service provider must have familiarity with Conferences similar to the Our Ocean Conference.

Documentation that must be provided under condition 1:

• a list of previous services provided to similar Conferences.

• a list of previous services provided relevant to the administrative tasks as outlined in Appendix 1 of the Consultancy Assignment Agreement.

• documentation of relevant capacity for carrying out the maintenance and commitment registration tool tasks outlined in part 1.3 of the tender document.

• for the first two items, the lists must refer to the past three years with the sums, dates and recipients, whether public or private, involved.

• an indication of the proportion of the contract which the services provider intends possibly to subcontract.

• a statement of the average annual manpower of the service provider or contractor and the number of managerial staff for the last 3 years.

Condition 2 for participation:

The service provider must submit documentation that describes systems for data governance and information security, demonstrating that they work systematically with information security.

Documentation that must be provided:

• description of the entity’s systematic approach to information security and the General Data Protection Regulation (GDPR), including where relevant which framework followed to ensure this.

• relevant internal guidelines, routines and procedures.

• routines for handling and reporting security incidents.
