Avfall Sør will procure a new client system where we can administer and organise our assignments. The aim of the procurement is a client system for waste management that can administer and give us an overview of:
— clients
— subscription
— containers
— prices
— emptying dates
— emptying
— weighting, etc.
The client system will cover the current and future functional/technical needs of Avfall Sør. In addition, the client system will for the basis for invoicing of waste management fees and weighing on scales from the recycling stations.
We currently have a client system that safeguards many of our functions, in the future we want to utilise the client system further to safeguard even more assignments. The waste management schemes are in steady development and change. We want a contract with a tenderer who at any given time, will be innovative and willing to change.

We have approx. 126 000 residents, approx. 56 000 residences and approx. 3 600 cottage subscriptions. All collection units are labelled with RFID *unique number that can identify the collection unit).

Avfall Sør is responsible for:

— collection of household waste,

— cottage waste management,

— municipal business waste from municipal entities such as nursery schools, nursery homes, schools, etc.,

— municipal small boat harbours,

— out placing/collection of containers and materials for waste management,

— client contact and information out to the residents,

— operation of three recycling stations and one waste plant.

Avfall Sør AS purchases services including the collection of waste from residences, currently we have a contract with Norsk Gjenvinning Renovasjon AS and Petter Løvaas AS.

The main goal of the procurement:

The main purpose of the procurement is a client system for waste management where we can administer and have an overview of clients, subscriptions, logistics for containers, prices, emptying dates, emptying/weighing, etc. The system must cover the current and future functional and technical needs for our assignments. In addition, the professional system will form the basis for invoicing of waste management fees and weighing over weight from our recycling stations.

The current situation:

The current client system is the primary data tool used by Avfall Sør. The client system records and automatically collects all information directly from Matrikkelen, Norway's official property register. The system is also used to deliver, receive and systematise data from multiple different data capture systems connected with Avfall Sør's operation. In addition, a large part of manual recording of data in the system is carried out.

The waste management area is undergoing continual change and development. A future client information system must therefore be able to quickly adjust in order to handle this. This will also require cooperation with other public actors and different suppliers of the necessary technology.

Users:

We currently have 20 users of the client system.
