The technology takes advantage of the fact that we speak faster than we write. The Norwegian Parliament requires the offered speech recognition system is a so called adaptive or learning system, that will improve through the use and adaptation of the Norwegian Parliament's language domains.
The talk-to-text technology that the Norwegian Parliament wants to use recognises and transform the the discussions held in the Norwegian Parliament to written text. The technology takes advantage of the fact that we speak faster than we write. The Norwegian Parliament requires the offered speech recognition system is a so called adaptive or learning system, that will improve through the use and adaptation of the Norwegian Parliament's language domains.
This involves the system being able to use Språkbanken’s parliamentary corpus, that is currently under development. In addition, the system must be offered with a text processor and an interface to choose which speech recognised texts will be further processed, i.e. a task list. The finished text should be able to be exported from the text processor so that it can be used in the further production of the parliamentary minutes. The final version of the parliamentary minutes will be published on www.stortinget.no.
This involves the system being able to use Språkbanken’s parliamentary corpus, that is currently under development. In addition, the system must be offered with a text processor and an interface to choose which speech recognised texts will be further processed, i.e. a task list. The finished text should be able to be exported from the text processor so that it can be used in the further production of the parliamentary minutes. The final version of the parliamentary minutes will be published on www.stortinget.no.
The Government Standard Contract will be the basis for the deliveries — the adaptation contract which is followed up by the Government Standard Contract — the maintenance contract.
The Norwegian Parliament initially envisages a project duration of about 1 year from signing the contract to commissioning the system.
