Bærum Municipality, c/o DigIT, hereafter called the contracting authority, invites tenderers to submit tenders in stage 2 for a contract for the procurement of printing, scanning and copying as a service for Bærum Municipality.
The current operational concept for the procurement and maintenance of machines in Bærum Municipality will be replaced with a new operational concept where the municipality will enter into a contract with a supplier of printing, scanning and copying machines. The aim of the new procurement is to procure printing, scanning and copying as a service (Paas) for all entities and buildings where Bærum Municipality is responsible for this. The current machines are owned by the municipality and supported by both Bærum Municipality and an external supplier. We would now like to have a gradual replacement of the operational model with Paas, which also involves the new supplier also offering support for the current machines.

The current service includes roughly three elements
— Service management.
— Central administration of printouts, copies and scans. This includes work processes, systems/licences (Follow-me/PaperCut), servers, and associated operational assignments.
— Procurement, operation and maintenance of approx. 650 units placed in a number of locations in the municipality. This is henceforth referred to as distributed PSK equipment.
The proposed project will ensure that the municipality's final users have access to necessary printing, copying and scanning in future years. Approx. 20 million pages were produced using the municipality's PSK equipment in 2018.
The municipality wants to limit printouts and copying. A number of measures have been implemented in various projects to achieve this. For example, the project ‘Digital Equipment’ has two monitors per workplace in order to limit printouts, and a system for secure printouts has been implemented for all machines. Work is otherwise being carried out on ‘digitalisation’ in many areas, where an indirect consequence is reduced printouts.

One of the aims in Bærum Municipality's Digitalisation Strategy ‘ONE Bærum — digital first choice’ states the following: Bærum Municipality's employees must, for official needs, have easy and secure access to inhabitant/company information for efficient support for solving assignments. The aim is that this is solved through good digital support in service production. At the moment, however, there is a need to use paper in some cases in order to ensure this support in a good way. The municipality has, therefore, a need to adapt the equipment in accordance with changing needs in the coming years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: registered in a trade register or company register.
Tenderers must be registered in a company register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian companies: company registration certificate.
Foreign companies: verification that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: finance.
Tenderers are required to be economically and financially solvent, which gives the contracting authority the security that the tenderer will be financially viable throughout the entire contract period.
For example, creditworthy with no requirements for guarantees is sufficient.
Documentation requirement:
Extended credit rating/report, not older than 3 months, from a publicly certified credit rating company. The report must be based on the last known fiscal figures. The date must be clear.
Companies without adequate credit rating, newly started companies with a credit score of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to document that the requirement is met. In such instances, they will be able to compensate with a satisfactory credit rating which provides an equivalent security for implementation ability. These alternative documents must be included with the tender.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove the economic and financial position with any other document that the contracting authority deems suitable.
Teknisk og faglig kapasitet:
Requirement: implementation ability/capacity.
Tenderers are required to have an organisation that has the capacity to fulfil the contract.
Documentation requirement: a description of the tenderer's technical personnel or technical units that the tenderer has access to for fulfilment of the contract, regardless of whether they belong to the company or not.
Requirement: experience.
Tenderers must refer to sufficient ability and good experience from equivalent assignments.
Documentation requirement: a list of the most relevant deliveries or services performed in the past 3 years, including information on the value, date, and name of the public or private recipients with contact information for any reference collection.

Relevant deliveries mean assignments where the tenderer has delivered the requested goods/services to customers of an equivalent size and complexity.
Requirement: quality management system.
A good and well-functioning quality management system is required for the requested services.
The concept of a quality management system is that i.a., the tenderer has a awareness of quality objectives, planning, securing, handling of deviations and quality improvement.
Documentation requirement: an account of the tenderer's quality assurance system or copy of a certificate for the quality control system in accordance with ISO 9001:2015 or an equivalent certificate.
Other certificates issued by bodies in other EEA countries can also be presented, provided that the tenderer can document that these are equivalent to ISO 9001:2015.
Requirement: environmental management system.
Systems and routines are required to ensure a low impact on the environment, and the relevant environmental requirements in the contract must be complied with when fulfilling the contract.
The environmental management system must i.a. ensure continual improvement of:
— the organisation’s competence in environment and safety,
— the climate impact of the service.
Documentation requirement: an account of the tenderer's environmental management system or a copy of the environmental management system certificate in accordance with ISO 14001:2015, Miljøfyrtårn [Eco-lighthouse], EMAS or an equivalent certificate.
Other certificates issued by bodies in other EEA countries can also be presented, provided that the tenderer can document that these are equivalent to EMAS or ISO 14001.
