Procurement of an External Enquiry System for Arkivverket

Arkivverket would like to procure a new enquiry system. The system will at first handle enquiries from users of Arkivverket's services within further determined function areas. Arkivverket would like a standard system that can solve most of our needs that are described in the requirements specification.
We would, to the greatest possible degree, like a standard system that covers the described needs, but adaptations to the system will be required in some cases.
Arkivverket is on a digitalisation journey where we aim to have a digital archive in place for all archives across the entire archive sector in Norway. This will mean that in addition to our traditional users groups, we will have a large increase of a user group consisting of the archive sector in Norway.
The system must manage the balance between being small enough to handle our needs in 2020, but also flexible enough to handle future, changed needs; module based and scaleable.

We would like tenderers to have competence in assisting with this. Arkivverket would like a system where we have an option to configure and make simple user interface adaptations to ensure that the system is in accordance with our graphical design and universal design.

As we do not entirely know that product the digital archive will be in, for example, 5 years time, the systems we procure to support our processes must be robust and adaptable to future changes. What is relatively certain is that the number of enquiries and types of enquiries will increase.

Beskrivelse av fornyelser:
The contract period will be one (1) year from the delivery date. The contract will then be automatically renewed for 1 (one) year at a time. 3 (three) months written notice can be given on the contract by the contracting authority.
The tenderer has the option to terminate the contract 12 (twelve) months prior to the notification of contract renewal.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers must be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation requirement:
Norwegian tenderers: company registration certificate.
Foreign tenderers: verification that the tenderer is registered in a company register, professional register or a commerce register in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to fulfil the contract. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.
Documentation requirement:
Credit rating based on the most recent accounting figures. The rating must be carried out by a credit rating company with a license to conduct this service.
Teknisk og faglig kapasitet:
(a) Tenderers must have experience from comparable assignments. Description of up to three of the tenderer's most relevant assignments during the last 3 years. The list must include a statement of the deliveries' value, dates and recipients (name, telephone number and email address). It is the tenderer's responsibility to confirm relevance through the description. Tenderers can document the experience of the personnel that may be used for this project, including experience that has been acquired while the personnel was in the service of another employer.

(b) Tenderers must have sufficient implementation ability and capacity. An account of the tenderer's average workforce in the past 3 years that the tenderer has at his disposal to implement the contract/assignment.
