Digitaliseringsdirektoratet (Digdir)[The Directorate of Digitalisation] wants to sign a contract with a total supplier of event services in order to secure necessary competence, capacity, flexibility and continuity of the work with our events.
Suppliers on the framework agreement will support the Directorate by planning and implementing events and hereunder contribute professional advice and competence, management of contract with sub-contractors, including financial management and invoicing and further invoicing of services from sub-contractors and/or collaborating partners.
The Directorate of Digitalisations has experience with the use of equivalent services for planning and implementation of previous events/conferences. Experience has shown that we regularly need external support with time-limited projects and periods and it can be relevant to hire-in extra project manager competence and capacity.

Kort beskrivelse:
The service suppliers should be able to assist Digdir on the following points:
Plan, produce and implement major events and/or conferences in Digdir's premises, at external locations, on digital surfaces or as a combination of these. Hereunder planning, production and implementation of international event(s)/conference(s), with Norwegian or English as the working language.

Obtaining prices for hotes and/or/conference centres, and as agreed with Difi, enter into contracts.
Assist Digdir in the selection of a location for any catering/dinner, with responsibility for planning and implementation of this, including any cultural elements etc.
Collecting tenders/prices from suppliers of other relevant services, and after agreement with Digdir, sign contract, such as: Specify need and collect tenders for sub-deliveries such as audio and lighting, technical, transport and rigging, registration solutions, other digital platforms/solutions, cultural features etc.

After agreement utilise/form the basis for Digdir's other framework agreements where these are found and where appropriate.
Collect tenders and manage contracts with program leader(s)/chairperson(s)/compère in collaboration with Digdir.
Safeguard the coordination with the chosen meeting chair, including preparing formulations and transitions between introductions and any use of images/foils.
Cooperate with Digdir and programme manager(s) about stage management, dramaturgy and visual means. (E.g. propose artistic features, lecturers, etc., which enrich the experience for participants and the quality of the event/conference).
According to contract with Digdir, prepare music and images that for example can follow lecturers up and down on the stage: Including familiarisation with and facilitation for use of Digdir's profile and/or elements suitable for this.
According to contract with Digdir, be responsible for schedules, implementation plans, rigging and holding individual events (contributing, sub-suppliers, contact with the meeting place/hotel).
Coordinate progress and implementation in relation to technical sub-suppliers (audio/lighting), streaming and any other sub-suppliers who will be used during the event (e.g. cultural features, film, use of digital platforms, etc.).
Preparation of guidelines for presentations for individual events (PPT), in cooperation with Digdir and in-line with Digdir's profile guidelines.
Guiding and safe presenters prior to event: Conduct general exams and/or preliminary meetings.
By agreement, assist Digdir with planning for and management of any sponsors and/or collaborating partners for an event.
By agreement, assist Digdir with marketing of events, selection of channels and methods (newsletters, social media or other).
Project management of all phased of an event.
Ensure good documentation from start to finish in all phases of the events.

Tenderers must be registered in a company register or trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Økonomisk og finansiell stilling:
The tenderer must have the sufficient financial strength to fulfil the contract.
Documentation requirement: the service provider (i.e. the company that has submitted the tender) shall enclose a credit rating from a certified credit institution/company. The credit report must be based on the last known accounting figures. This credit assessment must include a credit rating, (including a credit rating, part judgement and historical rating), and it must be carried out by a publicly approved credit institution. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenders from tenderers with a score lower than A or equivalent (i.e., not credit worthy or credit worthy with security) will not be considered. Newly established tenderers can present a bank declaration as proof of credit worthiness.
