Returkraft would like to enter into a contract for 1 (one) year, with an option for a contract extension for a further 3 years (1 + 1 + 1 year) if Returkraft AS wants this.

Returkraft is an incineration plan for residual waste. The operating pressure in the incineration plant is 50 bar with a temperature of 425 ºC. Normal steam production is 16.9 kg/s. The produced steam is overheated and used to operate a steam turbine at 12 MW. Exhaust from the turbine is condensed in two condensers that are run on district heating for Kristiansand.

Returkraft would like tenders for:

— assistance with work as a technical supervisory body category A for pressurised equipment, which is carried out in accordance with the regulations for pressurised equipment -FOR-2017-10-10-1631 and relevant codes, including PED;

— assistance for ensuring that the operation and maintenance is in accordance with the Regulations on Handling Hazardous Substances — FOR-2009-06-08-602.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1) Tenderers must have complied with all of their tax obligations. Tenderers must present:

A tax and VAT certificate without arrears.

The certificates must be no more than six months from the deadline for receipt of tenders.

2) Tenderers must be a legally established company. Norwegian Tenderers must provide an updated company register certificate. Foreign Tenderers must present an updated certificate(s) for legal registration in the country where they are established, and documentation that the company has registered itself in the Norwegian Register of Business Enterprises, or that the company will do this before the contract is signed.

3) Tenderers must meet the requirements of Norwegian legislation with regard to health, safety and the environment.

• an updated HSE self-declaration stating that the tenderer meets, or if awarded the contract will meet, statutory requirements in Norway relating to health, safety and environment;

• this self-declaration must be signed by a company representative and countersigned by one of the employees.

4) Tenderers must have legal working and wages conditions for both their own employees and for hired personnel. Tenderers must attach a copy of a standard employment contract in the company and possibly for hired labour if this will be used for the assignment.

5) If a tenderer plans to use hired foreign labour, sub-suppliers from abroad, or is himself a foreign registered company, the tenderer must comply with all the requirements in the laws and regulations on work in Norway.

• tenderers must submit a declaration that the tenderer has routines for and is aware of the obligations that lie with the company;

• if a tenderer will not use hired/sub-suppliers from abroad, this must be specifically stated in the tender letter.

Økonomisk og finansiell stilling:

Tenderers must have complied with accounting obligations, and have sufficient economic and financial capacity to carry out the assignment.

• confirmation from Brønnøysund of approved annual accounts for the last 2 accounting years;

• the accounts must show positive equity.

If a tenderer has valid reasons for not being able to provide the documentation requested by Returkraft, the tenderer can prove his economic and financial position with any other document that Returkraft deems suitable (e.g., a bank guarantee).

Teknisk og faglig kapasitet:

1) Tenderers must be certified as a technical supervisory body, category A in accordance with the regulations on pressurised equipment and the regulations on handling hazardous substances. Documentation that the tenderer is a certified supervisory body in accordance with the regulations on handling hazardous substances, in particular Sections 7-9, and in accordance with the regulations on pressurised equipment.

2) Tenderers are obliged to have the use of equipment for non-destructive testing (NDT) in the contract period, and comply with all the requirements on the use of this equipment.

• Tenderers must submit a self-declaration confirming that they fulfil this requirement (in their organisation, or via sub-suppliers), including:

— 1 electromagnet with the accompanying material for inspecting cracks in pressurised installations;

— 2 thickness measurers with storage capacity based on ultrasound as the measuring principle. The equipment must be suitable taking thickness measurements on pressurised equipment,

— Equipment for carrying out PT.

Kontraktutførelse
Vilkår for kontraktoppfyllelse:

1) Tenderers are obligated to take out and maintain required insurance for the non-life and liability events that can occur during the contractual relationship. Tenderers must document their updated insurance. The coverage area must include all relevant damages and responsibilities that can occur during the contractual relationship. The coverage area must cover all geographical areas for the assignment during the entire contract period.

2) The main tenderer can only use one sub-supplier. A commitment statement is required if sub-suppliers will be used, as well as confirmation that the tenderer can use the resources throughout the contract period; the tenderer must submit a commitment statement that confirms that they can use the resources throughout the contract period. It must be clear if a tenderer will not use sub-suppliers. Any sub-suppliers must fulfil the same qualification requirements as the tenderer, mentioned in this document point 2, and must attach all the required documentation.
