Averøy kommune [Averøy municipality] will build a new primary school on the west side of Averøy. In case 73/2016, the Municipal Council decided to start the work with planning of the building that will be completed in 2022, by the start of school in autumn 2022. The school will replace the 3 older school buildings in Meek and Henda/Utheim school districts and dimensioned for 240 students in 1 to 7 class. The school facility will be places at the junction toward Rangøya, on a spacious site with good access to nature.

The procurement will be implemented as a limited competition, pre-qualification and price and design competition with cooperation. When the project has been fully developed through the interaction, the idea is that for execution one enters into an ordinary general contract with the contractor and its advisory group from the interaction phase.

About the project:
The new school building must be modern and future oriented and contain good architectural qualities with extensive opportunities for co-use and flexible use. Compact, smart and area efficient solutions will also be aspired to, and a building and outdoor area that requires the least possible maintenance and operational resources.

In 2010, the municipality adopted their own energy and climate plan with a significant focus on climate and environment. This provides guidelines for planning of a new school that should have a significant environmental and climate profile in relation to energy use, but also in relation to material selection.

The environmental ambition for the project is that it will be built with for near-zeroenergy standards of better. It facilitates for solar cells/sun-catches and there will be simplified and construction integrated The plan will include innovative use of timber and biomas based solutions in construction and internal and external surfaces.

The best 3 to 5 qualified tenderers will be invited to participate in the pending price and design competition.
The pre-qualified tenderers who deliver a complete tender offer in the price and design competition will be remunerated with NOK 300 000 excluding VAT.
The estimated contract sum for the turnkey contract is NOK 150 000 000 excluding VAT.

4) supplier's must have competence and experience with assignments of wood during the last 5 years. Maximum of 3 references;
5) the tenderer must have a quality system such as ISO 9001 or equivalent.
