The Agency for Urban Environment owns eight measuring stations for local air quality. Seven of these are included in this procurement: Alnabru, Bryn School, Bygdøy allé, Kirkeveien, Skøyen, Sofienbergparken and Vahl School. In addition, there are two stations that are being procured/established: Centre and Bjørvika. The measuring stations are operated year round.
In order to ensure that the measured data fulfils the quality requirements in the pollution regulations the measuring equipment must be operated and maintained. The number of measuring stations and the equipment at the various measuring stations can change during the contract period. The procurement includes both ongoing operational assignments and annual service.

Egnethet til å utøve yrkesvirksomheten:

Requirement: tenderers must be a legally established company.

Documentation:

Norwegian companies: Company registration certificate.

Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

Requirement: tenderers must have the financial capacity to carry out the assignment/contract.

Documentation requirement: credit evaluation/rating, not older than 1 year and which is based on the last known fiscal figures. The contracting authority reserves the right to obtain a credit assessment itself.

Teknisk og faglig kapasitet:

Requirement 1: Tenderers must have implemented environmental management measures suitable for the assignment.

Documentation: a description of the tenderer's environment management measures/environmental management system.

If the tenderer is certified, it is sufficient to enclose a copy of a certificate issued by independent bodies, which confirms compliance with certain quality assurance standards.

Requirement 2: Good experience is required from equivalent assignments.

Documentation: An overview of the tenderer's equivalent assignments executed over the past 3 years. The overview must indicate who the contracting authority was, the name of a contact person, the assignment's scope and value, as well as the date and location of the assignments.

Requirement 3: Tenderers are required to have sufficient personnel to carry out the assignment without interruptions, including available back-up personnel.

Documentation: A description of the the technical personnel that the tenderer has at his disposal for fulfilment of the contract (CVs are not to be submitted for this requirement).
