The tender competition includes the delivery of multi-function machines (hire), with a function for secure scanning/printing. The intention of the framework agreement is to standardise the machines, simplify operations, service and maintenance, as well as simplify administration and procurements.
Multifunction machines means machines that primarily have the following functions: copying, printing, stapling, punching holes and scanning. The contracting authority envisages one small, one medium-sized and one large multifunction machine.
Only new machines must be offered at the start of the contract.
The value of the procurement is estimated to be over the EEA threshold. The value is an estimate and must therefore be considered non binding.

Lots/groups
Tenders cannot be submitted for parts of the assignment. The contracting authority has considered dividing the contract in accordance with the Public Procurement Regulations §19-4, but has decided that this is not suitable for this contract.
Framework agreement.
The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms.
The contract period will be from 22 September 2020 until 21 September 2025, with 6 months mutual notice.
The service will apply from 22 September 2020 for Lier and Modum Municipalities.
Øvre Eiker Municipality has an option to participate in the framework agreement and can join the contract from 29 August 2022 at the earliest.
The contracting authority expects that the tenderer is familiar with the contract provisions and makes the necessary internal clarifications in such a way that a contract can be signed if awarded.
The contracting authority will sign a contract with 1 — one — tenderer.
The framework agreement will be valid for 4 years due to investment considerations at the tenderer, as well as for environmental considerations as the machines have lifetimes longer than 4 years.

Økonomisk og finansiell stilling:
Tax and VAT certificates
Tenderers must have their tax and VAT payments in order (ESPD: Part II A.e).
Documentation requirement: requirement for certificate of paid VAT, tax and social security contribution. A certificate issued by the competent authority in the tenderer's country, confirming that the tenderer has met the obligations in regard to payment of VAT, tax and social security contributions in the country where the tenderer/contractor has its headquarters the (Norwegian certificate for Tax and VAT is combined and ordered from altinn.no, RF-1507, previously RF-1244) in accordance with the legislation in the country. The certificate must not be more than 6 month olds.

The contracting authority is not allowed to request the certificate if he has already received it, in accordance with the regulations § 17-1(4). If you have submitted a tax certificate to the contracting authority and it is still valid at the time of the tender submission for this contract the tender submission deadline, for this contest, you are not obliged to submit a certificate now. If this is the case, state when and to whom the certificate was previously submitted. You can, however, enclose the certificate voluntarily if you want.

Requirements regarding the tenderer's economic and financial standing: The financial capacity to fulfil the contract is required (ESPD: Part IV B.58-3).
Documentation: the contracting authority will assess finances through the company and accounting information system Proff Forvalt (www.forvalt.no). The contracting authority reserves the right to obtain supplementary information about the tenderer's finances.
