Departementenes sikkerhets- og serviceorganisasjon (DSS) would like to enter into a joint hire contract for the joint ministries for the delivery of a drinking water system that ensures cooled and purified carbonated and non-carbonated water. The installations must be connected to a public water system. The contract must include the assembly of a tap in existing kitchen worktops with and without a sink, as well as free-standing taps. The contract will also include ongoing technical service and maintenance, as well as ongoing deliveries of carbon dioxide for carbonated water. Disassembly of equipment at the end of the contract must also be part of the contract.

This procurement is divided into two lots as follows:

1) Sub-contract I: Central installations;

2) Sub-contract II: Local installations.

Sub-contract I is estimated to consist of approx. 170 taps, of which approx. 33 are taps at option parties. This makes up approx. 80 % of the existing taps. This is an unbinding estimate based on information on the scope of the current contracts and the estimated future need. It is not binding for the contracting authority. The contracting authority reserves the right to order deliveries of both fewer and more taps than the stated estimate.

The total contract value for sub-contract I, including option parties and the option period, is estimated to be between NOK 7 million and NOK 15 million excluding VAT.

The sub-contract will be valid for 5 years, with an option for an extension for a further 1 year at a time until each contract party moves into the new government quarter. It will not be possible to extend the contract beyond 1 + 1 year after the sub-contracts' original length of 5 years, total 7 years from when the contract is signed, for the ministries that will not move into the new government quarter.

The following entities have an option to join the sub-contracts in the contract or option period on the same terms as the original contract parties.

• The Ministry of Foreign Affairs,

• The Office of the Attorney General.

Egnethet til å utøve yrkesvirksomheten:

Requirements: tenderers must be a legally established company.

Documentation:

Norwegian companies: company registration certificate.

Foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Økonomisk og finansiell stilling:

Requirement: paid taxes and duties.

Documentation:

Norwegian companies: a certificate, not older than 6 months, which verifies that the tenderer has fulfilled his taxes, social security contributions and VAT payment obligations.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderers must be able to refer to sufficient economic and financial capacity to carry out the delivery, in which being creditworthy without any requirement for collateral will be adequate.

Documentation: a credit rating with key figures from a certified credit rating company or other documentation to demonstrate that the requirement has been met.

Teknisk og faglig kapasitet:

Requirement: tenderers must have sufficient ability and experience to carry out the delivery.

Documentation: a description of the tenderer's up to three most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution, and the name of the recipient. Relevant assignments means the hire/assembly/delivery of a drinking water system as described in annex 1 of sub-contract I and/or sub-contract II.

Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.

Requirement: tenderers must have sufficient capacity to carry out the delivery within the specified limitations and deadlines.

Documentation: a statement of the tenderer's average annual workforce in the last 3 years.

Requirement: tenderers must have an environmental management system or standard such as EMAS, ISO 14001, the Eco-Lighthouse certification scheme, or equivalent.

Documentation: tenderers must submit a licence number for the certification and a copy of the certificate. The contracting authority will also accept other documentation of equivalent environmental management measures if the tenderer does not have the possibility to obtain such certificates before the deadline and this is not the tenderer’s fault. This requires that the tenderer documents that these measures are equivalent to the requested environmental management systems or standards.
