Sykehusinnkjøp HF is carrying out this procurement on behalf of Vestre Viken HF.
The contracting authority would like to use this procurement to enter into 1 or more partnerships for the delivery of a system that enables EMC operators and later operators at emergency doctor surgeries, to have video calls with callers.
When emergency health help is needed, the caller calls the medical emergency telephone number 113 and is in telephone contact with an operator at the EMC. A systematic questioning is currently carried out in accordance with the Norwegian index for emergency medical help (NIMN) in emergency calls. The operator at the EMC makes an assessment of the patient's needs based on the available information and initiates help. The assessments are currently made exclusively by telephone, with the clear limitation that exists when the operator cannot see the patient. The aim is that a video call with the caller will give the operator a better chance to get a correct understanding of the situation, give better advice and initiate the correct resources.

8 700 000 NOK including VAT has been set aside to pay the supplier(s) in this development process.
The collaboration partner and associated entities will have an option to procure the developed system(s). See the tender documentation for a list of who these are.

— a description of the 3 most important and most relevant deliveries related to this concrete procurement in the last 3 years.
Tenderers must have a well-functioning quality assurance system and a management system for information security.
Tenderers are asked to describe their quality assurance measures, methods and tools for development, testing, hand over and dealing with deviations. The tenderer's systems must have procedures for dealing with sensitive information.
