Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Company registration certificate:

Requirement: tenderers must be a legally established company.

Documentation: Norwegian tenderers: company registration certificate from the Brønnøysund Register Centre.

Foreign tenderers: registration certificate in a professional register as determined by legislation in the country where the tenderer is established.

Tax and VAT certificates:

Requirement: tenderers shall not have significant tax and VAT arrears, unless an approved repayment schedule is presented.

Documentation: Norwegian tenderers: tax and VAT certificate, not older than 6 months calculated from the tender deadline (https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/).

Foreign tenderers: certificate issued by the relevant authority in the tenderer’s home state, confirming that the tenderer has met its obligations regarding tax and VAT payments. The certificate shall not be more than 6 months old when calculated from the tender deadline expiry.

Økonomisk og finansiell stilling:

Norwegian companies: the contracting authority will obtain the credit rating Commercial Delphi Score from Experian as documentation. The tenderer must as a minimum achieve a rating of ‘Credit worthy’, i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.

Alternatively, when submitting a tender, tenderers can enclose an updated credit rating from an approved credit rating company, verifying that the tenderer has achieved an equivalent credit level. The credit rating shall show the current economic situation of the company.

If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable.

Foreign companies: a credit rating from a recognised credit rating company showing that the tenderer fulfils the requirement. The credit rating shall be based on the most recent available accounts and it shall be carried out by an agency that has a licence to carry out credit appraisals.

If a tenderer will use the capacity of other suppliers in order to be qualified, each of the other suppliers must, as a minimum, achieve a rating of credit worthy.

Minste nivå(er) av standarder:

Tenderers must have settled financial conditions and the financial capacity to fulfil the contract. Tenderers must achieve a minimum rating of credit worthy.

Teknisk og faglig kapasitet:

Experience: This is to be documented by presenting a list of the most important relevant assignments for the last 5 years in each category covered in the tender offer, including information on:

— the assignment (brief description),

— contract value of the assignment excluding VAT,

— date (year) of the assignment,

— name of the customer.

Based on the list(s), the tenderer shall state names and e-mail addresses of contact persons for the 2 most relevant assignments. The references will only be contacted if required.

Capacity: tenderers must attach as description of the personnel and units that can be used to fulfil the contract.

Quality system: tenderers must attach certificates for the company's quality assurance system/quality management system issued by competent independent bodies that confirm that the tenderer meets recognised quality assurance standards such as ISO 9001:2008 or the equivalent.

The contracting authority also accepts other documentation that demonstrates that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum,the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.

Minste nivå(er) av standarder:

Experience: tenderers must have experience from at least 2 relevant assignments for delivery of consultancy services in each of the categories covered by the tender, as regards scope and degree of difficulty.

Capacity: the contracting authority requires that tenderers have sufficient capacity to execute the anticipated assignment quantity in the categories covered by the tender.

Quality system: the contracting authority requires tenderers to have a well-functioning system for ensuring quality customised to the assignment´s nature and scope.

In addition to the offered permanent consultant, the contracting authority can use other personnel with the required qualifications to increase capacity, strengthen competence/professional breadth, for routine work, or for work of less important significance for the assignment. The assignments will be remunerated according to hours spent working and in according to the agreed rates, unless otherwise agreed.
