Oslo kommune, The Water and Sewage Authority (VAV) is responsible for the management of waterway facilities connected to the water supply.
With so many watercourse facilities, there is continually a need for rehabilitation, re-evaluation, main inspection, flood calculations, dam breach wave calculations and assessments regarding classification.
VAV tries to carry out one to two rehabilitation projects each year, and must have assistance from a consultant for engineering design and execution of these projects.
According to the regulation on dams, re-evaluations, flood calculation, dam breach wave calculations and technical plans must be performed by persons with authorised qualifications in the relevant specialist fields. Re-evaluations are part of VAV's inspection program.
Other relevant measures and projects are the result of investigations and reviews carried out in-line with the agency's inspection program.
VAV wants to enter into two four year parallel framework agreements with two consulting companies for advisory services, with an option to extend for 2 years + 2 years.

VAV wants to enter into two four year parallel framework agreements with two consulting companies for advisory services, with an option to extend for 2 years + 2 years.

VAV is responsible for:

— 32 dams in the water supply;

— 12 dams that have been in the water supply or have a cleansing effect in the watercourse;

— 17 abutment dams/barrier dams;

— 7 transfer tunnels;

— 3 bypass tunnels;

— 9 decommissioned/partially decommissioned dams.

With so many watercourse facilities, there is continually a need for rehabilitation, re-evaluation, major inspections, flood calculations, dam breach wave calculations and assessments regarding classification.

Many dams do not satisfy requirements in the new Regulation for Safety of Watercourse Facilities that came into force 1 January 2010. VAV tries to carry out one to two rehabilitation projects each year, and must have assistance from a consultant for engineering design and execution of these projects.

According to the regulation, re-evaluations, flood calculations, dam breach wave calculations and technical plans must be carried out by persons with certified qualifications within the relevant discipline. Re-evaluations are part of VAV's inspection programme, and on average two dams are re-evaluated each year. The flood calculations will be controlled and possibly updated every 15 years.

Some of the dams have not received dam classification from NVE. Dam classification must be determined before the dams can be re-evaluated or rehabilitated. In many instances a dam breach wave calculation must be performed.
