The Norwegian Government and Security Service Organisation (DSS) would like to establish a joint contract for assistance with window cleaning. The contract will be signed with DSS, but other agencies affiliated with the joint ministries can also use this contract and are to be regarded as Customers in accordance with this contract.

The contract value (including options) is expected to be approx. NOK 5 600 000 excluding VAT. This is an estimate based on the contracting authority's best judgement. The value of the call-offs may be higher or lower depending on the total requirement during the contract period.

The service includes window cleaning for DSS at the locations stated in Annex 1 of the contract, in accordance with the prepared progress plan. There can be changes during the contract period in regard to the ministries and/or DSS’ premises and the tenderer must adapt to this.

Beskrivelse av opsjoner:

The contract will be valid for 2 years from 1 January 2021-31 December 2022, with an option for an extension for a further 2 years, 1 year at a time. If the contracts are not signed by 1 January 2021, the contract will be valid from the date the contract is signed. The framework agreement gives the contracting authority the right to purchase services that are covered by this framework agreement within the scope and duration of the framework agreement. The contracting authority is not obliged to procure any specific amount of services during the contract period.

DSS would like an option to include the premises of the Office of the Attorney General in the contract.

• A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations of payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. See skatteetaten.no for further information.

• Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.

Tenderers must be a legally established company

• Norwegian companies: Company registration certificate;

• foreign tenderers: a verification showing that the tenderer is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
