The Norwegian Institute of Public Health (NIPH) would like to enter into a framework agreement with a tenderer for the procurement of consumables, reagents and kits for use in the Bio-Plex 200 system. NIPH has 4 Bio-Plex 200 system instruments from Bio-Rad. These instruments are based on Luminex's platform for multiplex-analyses.
NIPH mainly uses the multiplex/Luminex technology in its various research projects. It is therefore important that the tenderer has a broad spectrum of different types of kits (mainly for human samples) and that they are compatible with the contracting authority's pre-activated (COOH) balls that they can connect separate antigens to in order to establish in-house analyses.

NIPH manages a large project on monitoring the human papilloma virus. The aim of the project is to study the effect of the vaccine and what genotypes occur in a specific population after vaccination over time. Urine samples are collected annually from girls and boys who are vaccinated against HPV. The urine samples are screened for the presence of 37 different genotypes of HPV based on the luminex method. A generic PCR is carried out in this method that amplifies all 37 genotypes of HPV. Then magnetic balls are used that are connected to specific probes that hybridise to a matching genotype. Positive hybridisation is read by a fluorescent signal when it goes through the luminex machine. The results are a guideline in the follow-up of the effect of the vaccine. 20 000 samples are tested annually with a view to the presence of HPV.

In addition, there are several other research projects that use the luminex method in order to examine immunity after vaccination by detecting antibodies in serum against vaccines from, amongst other things, the child vaccination programme, based on the multiplex method (MMR, DTP). Between 2 000-4 000 samples are tested annually for antibody detection in serum with the luminex method in research projects.

NIPH currently has four Bio-Plex 200 instruments from Bio-Rad. The existing use of reagents and consumables in the Bio-Plex 200 system as described above activates a need for a framework agreement for the procurement of reagents that can increase the efficiency of the order flow, while at the same time the tests are to produce/present specified results.

The contract will be valid for 2 years from the date the contract is signed, with an option for a contract extension for 1 + 1 year. The maximum contract period will be until 1 October 2024.

Egnethet til å utøve yrkesvirksomheten:

Tenderers must be registered in a trade register in the member state where the tenderer is established. As described in annex XI of directive 2014/24/EU; suppliers from certain member countries can be required to fulfil other requirements in the mentioned annex.

Minste nivå(er) av standarder:

Requirement: tenderers must have sufficient economic and financial capacity to fulfil the contract.

Documentation requirement: the requirement must be documented with a credit rating based on the last known fiscal figures. The rating must be carried out by a credit rating company with licence to conduct such a service. Creditworthiness with no requirement for guarantees will be sufficient to meet the requirement.

Requirement: tenderers must have experience from equivalent contracts. Documentation requirement: description of the most important and comparable deliveries in the last 3 years. This must include information on the customer's name, a short description of the delivery, its scope and duration.
