Bergen Municipality will clear the old landfill site at Slettebakken. The amount of waste and bog/uncompacted matter mixed with the waste is estimated to be approx. 175 000 m. The estimate is somewhat uncertain as there have been few bucket samples in some parts of the landfill site (AsplanViak, Volume Calculations Slettebakken Waste Disposal Site, 2007).
A turnkey contract will be established with interaction with one contractor.

Bergen Municipality has decided to clear the old landfill site at Slettebakken. Before the actual clearance work, Bergen Municipality would like to pre-qualify tenderers who will then be invited to submit a tender for the clearance work. Waste is to be taken out for a pilot project for clearing the landfill matter during the excavation of the border zone of the landfill site for a cut-off ditch. Bergen Municipality will give pre-qualified tenderers who would like to submit a tender for the clearance work the option to retrieve matter for a pilot project for treating the waste. In the pilot project, each tenderer will handle 100-300 tonnes matter. The tenderers will receive a fixed price of NOK 1000/tonne matter. The amount will be paid after a tender has been submitted and a report from the pilot project has been approved.

Requirement: tenderers must be a legally established company.
Documentation: tenderers registered in the Norwegian Register of Business Enterprises do not need to enclose documentation. The contracting authority will inspect the registration by using the organisation number provided in the tenderer's Mercell profile.

For tenderers that are not registered in the above-mentioned register, the tenderer must provide certificates or confirmation of registration (equivalent to a company registration certificate) in a trade register or company register as described in the legislation in the country where the tenderer is established. The certificate must not be issued more than 6 months prior to the tender deadline.

Økonomisk og finansiell stilling:
Requirement: the tenderer has sufficient economic and financial capacity to fulfil the contract. The required financial capacity will be assessed in relation to the contract's value, services, risk and length. Tenderers, alone or the group they represent, must have a minimum annual turnover equivalent to twice the estimated value of the contract or they must be able to present a bank guarantee for an equivalent sum.

Teknisk og faglig kapasitet:
Requirement: tenderers must have sufficient technical resources, such as machinery and the technical capacity required to carry out the assignment in accordance with the contracting authority's needs.
Documentation: tenderers must attach an overview of relevant technical resources for the fulfilment of this contract.
Requirement: tenderers must have adequate competence and professional qualifications for managing and quality assuring the assignment.
Competence and professional qualifications are particularly important within the following disciplines:
— water treatment of polluted water/water purification,
— dealing with heavily polluted matter,
— waste management,
— logistics of large amounts of matter.
Documentation: tenderers must attach an overview of the experience and professional qualifications held by the managerial group in the project and/or key personnel that are responsible for the delivery.
Requirement: tenderers must have good experience from the implementation of projects with an equivalent complexity and size.
Equivalent complexity means projects with a complexity that can be compared with the particular complexities in this contract connected to dealing with environmentally hazardous waste/matter from construction sites and the clearance of such waste, as well as the coordination of transporting large amounts of matter.

Size means the project's size in value and scope/amount of matter.
Documentation: completed reference form, with an overview of the project name, contracting authority, the project's value and a description of the project. Max one page per project. Documentation of relevant projects executed by the tenderer more than 5 years ago can be considered.

Requirement: tenderers and their cooperation partners, must have all the required permits from the pollution authorities for certified reception for the pilot project.
Tenderers must substantiate that they will get the required permits from the pollution authorities for certified reception for the interaction contract.
Foreign sites must have all the required permits from the authorities in the country in question.
The contracting authority is responsible for permits for the work carried out at Slettebakken.

Requirement: tenderers must have a realistic plan for implementing the pilot project.
Documentation: a short description, maximum 5 A4 pages, including a plan for separation, onsite water treatment, sorting fractions and handling/recycling/final disposal of each fraction.
Requirement: the contracting authority requires tenderers who have certification from independent third parties confirming that the tendeer has procedures and systems for quality management.
Documentation: tenderers must submit certificates from independent recognised bodies that document a satisfactory quality management system. A valid ISO 9001 certificate, for example, will be accepted as fulfilment of the requirement.
Requirement: the contracting authority requires tenderers who have certification from independent third parties confirming that the tenderer has procedures and systems that ensure low environmental impact during the implementation of the delivery.
Documentation: tenderers must submit certificates from independent bodies that document an established and satisfactory quality management system. Documentation is required stating that the tenderer is environmentally certified in accordance with ISO 14001, is an Environmental Lighthouse company, is certified by EMAS or is certified by equivalent third parties.
