The contract work includes turnkey contracts for engineering design, construction of and warranty responsibility for a new four-lane motorway between the Herdalen junction and Røyskår junction in Lyngdal kommune [Lyngdal Municipality]. The stretch includes:
— approx. 5.3 km open air road,
— approx. 6.4 km tunnel, divided across two tunnel (the Rossås tunnel, 3.7 km,​ and the Kålåst tunnel, 2.7 km)​,
— two longer bridges: Kvelland (over Lygna river) and Hårikstad),
— two motorway junctions with connections to the existing road network.
The contract is based on NS 8407:2011 with fixed price and includes an introductory phase with optimisation and preparation. The builder’s maximum price (BMP) for the contract work including warranty responsibility, excluding options and VAT, amounts to NOK 2 750 000 000. Planned construction start is in the third quarter 2021 with completion in 2024​.

In step 2 (the tender phase) the contracting authority will implement individual meetings with tenderers in order to get confirmation of the builder’s maximum price (BMP), deadlines and any uncertainties in the tender documentation. The contracting authority will have the opportunity to make minor adjustments, necessary supplementation and/or clarification on the background of the individual meetings.

The contracting authority will decide the final number of tenderers who will be invited to stage 2. If there is not a minimum of three qualified tenderers, the contracting authority reserves the right to invite two tenderers to step 2, cf. PPR § 16-12 (3).
