The Norwegian Government Security and Service Organisation (Norwegian: DSS) shall procure a digital HR manual (‘Software as a Service’) that can be offered to the entire organisation and used by the ministries if wanted. The solution must include a manual that separates information that is aimed at the individual employee (personnel manual) in one part and a separate part that is aimed at managers (management manual).
From the conclusion of the contract, DSS (the customer) with its approx. 750 employees shall use the contract. The customer must have the option for expanding the service to include all enterprises in the Joint Ministries.
The contract shall contain an option for the delivery of an HSE manual and an empty manual which can be filled in completely by the customer when needed. The supplier must also be able to offer consulting assistance in relation to the solution in accordance with the customer’s requirements.
