The aim of the procurement is to:
1) develop new content elements for an existing competence package, based on ‘hybrid teaching’ in order to support the sector with quality in teaching when pupils and teachers cannot be in the same place;
2) revise the existing content in the competence package, with greater elements of experience from the sector and any new themes. The competence package is included as part of assignment 2020-038 on support for home teaching and the development of competence measures and must, therefore, be seen in connection with the other measures in the assignment.

Measures to support municipalities that have challenges with the transition to digital teaching during the Covid-19 pandemic are described in the digitalisation strategy for primary and secondary teaching, as well as in White Paper 1S (2018-2019) and the award letter for 2019. White Paper 117 S (2019-2020).

When the schools were closed in March this year, the Norwegian Directorate of Education and Training worked closely with the Norwegian Institute of Public Health in order to support the school sector. A lot of information has been made available on udir.no including infection protection guidelines and accompanying support material with a traffic light model as the supporting element.

Parallel to the preparation and spreading of information, the Directorate made a competence package ‘digital interaction and remote teaching.’ This was made as a resource for collective work in the profession community, with elements of both preparatory work — testing — reflection in all modules.

The competence package also has support for school owners and school managers and it is split into the following modules:
— teaching plan and digital learning;
— personal protection, security, and digital community;
— remote teaching;
— the digital practice content in the competence package is primarily rigged to support schools with home-based learning, but it can also be used for normal practice, with all the pupils at school.
