Oslo Municipality, c/o the Agency for Urban Environment, would like to enter into a framework agreement with a tenderer for communication equipment for street lights. The aim of the procurement is to replace the technical components in the current installations to adapt to the development in the mobile data network when the 3G network is closed. The current 3G modems will be replaced with modern routers. There is a need to have a gradual replacement of the units over the coming years. The aim of the procurement is, therefore, to enter into a framework agreement that enables continual call-offs for procurements in accordance with the wanted replacement speed and available budget resources.

Oslo Municipality would like to upgrade individual elements of the technology in the power distribution cabinets connected to street lights so that they are compatible with current and future technology developments. The current 3G modems must be replaced with routers suitable for developments in the mobile data network, as the 3G network will be closed. The routers must be integrated with the current technology in all the power distribution cabinets for street lights. It is important that the new components are made so that they ensure an open and good system for any subscription changes (framework agreement within telecommunication) and flexibility for connection/interface. The power distribution cabinets with communication equipment are installations that must be in daily operation without any down time.

There is a need to have a gradual replacement of the units over the coming years. The aim of the procurement is, therefore, to enter into a framework agreement that enables continual call-offs for procurements in accordance with the wanted replacement speed and available budget resources. The estimated need in the framework agreement will be a replacement of 600-1 000 existing 3G modems in the current control structure for street lights to routers. It is vital for the delivery that the tenderer ensures flexibility in deliveries and a short delivery time if required.

The procurement includes communication equipment (supplies), whilst the municipality has a separate electrical contractor that will carry out the assembly work. In addition, there is a separate contract for operating the control system. Both these contracts will be important for the process of replacement and upgrades, and will ensure minimal consequence for daily operations.

The framework agreement will be valid for 2 years, with a unilateral option for the contracting authority to extend for 1 year at a time up to twice.

Requirement: tenderers must be a legally established company.
Documentation requirement:
— Norwegian companies: company registration certificate,
— Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Requirement: tenderers must have sufficient financial capacity to carry out the assignment/assistance.
Documentation requirement: credit evaluation/rating, not older than 1 year, and which is based on the last known fiscal figures. The contracting authority reserves the right to obtain credit evaluations.
Teknisk og faglig kapasitet:
Requirement: Experience from similar deliveries.
Documentation requirement:
Description of the 3 most relevant deliveries in the last 3 years on maximum 1 A4 page per delivery (3 A4 pages in total). The following information must be included:
• the contracting authority;
• name and contact information of a contact person at the reference customer;
• nature of the work;
• scope and value;
• date of execution.
The contracting authority has the right to check references.

Vilkår for kontraktoppfyllelse:
The contractual relationship will be regulated by SSA-R for the actual framework agreement (annexes 1 and 2), whilst the standard contract terms for Oslo Municipality's Procurement of Supplies will be used as an underlying call-off contract (annexes 3 and 4).
