A service for efficient administration of periodical subscriptions and other information resources must be provided for the Central Bank of Norway. The system must have low user threshold and an interface that allows users in the Central Bank of Norway a full overview of subscriptions, subscription status and other details connected to the different periodicals and other subscriptions.

The system ought to have functionality to handle several portfolios with subscriptions separately.

Credit rating:

Tenderers must have sufficient financial capacity to carry out the assignment/contract. Credit rating from a recognised rating provider (must not be older than 6 months).

Tenderers must have sufficient professional qualifications to be able to carry out the assignments. Documented by:

A description of the company's competence within the administration of periodicals.

Communication: Communication with tenderers must be in a Scandinavian language or English. Documented by confirmation.

Binding statement:

If a tenderer would like to rely on other companies' capacity, the tenderer must provide documentation for the contracting authority

That they will be able to provide the necessary resources, by presenting a binding statement from these companies. The Central Bank of Norway accepts only one chain of sub-suppliers.
