The contracting authority would like to enter into a framework agreement with a company that can take on assignments for consultancy and the development of aquaculture infrastructure in developing countries. We envisage that the company can offer one, possibly several, named consultants who can act as a professional/technical consultant in the various aquaculture projects that the contracting authority runs in the contract period.
Tenderers ought to have good experience within the development and operation of aquaculture facilities/hatcheries, both those in commercial operation and research stations. Tenderers also ought to have experience from work in developing countries. The person in question will be expected to have good abilities to work independently, be solution-orientated and have good communication abilities across languages and cultures. The working languages will be Norwegian and English. The tenderer must expect assignments in the field, partly under simple conditions.

The tenderer must expect to be awarded assignments in several different cooperation countries. The consultant will provide services for technical aquaculture systems. The person in question can also assist in training employees at research stations (hatcheries, etc.). Good communication abilities are therefore necessary.

The contracting authority is responsible for carrying out a bilateral project in Myanmar (called MYANOR-Fish). The project is financed by Norad via the Norwegian Embassy in Myanmar. It is a 5 year project that started in 2019.
The contracting authority will assist and guide the development of the aquaculture industry, and, not least, strengthen the authorities' competence within this area. In the first phase of this strategy, the contracting authority will assist in the renovation of the research station in Myeik (which is a marine hatchery), as well as provide assistance and training in the technical operation of the station. The research station will develop knowledge through the project, which will give a necessary basis for increased sustainable aquaculture production in the region. The station will be used for scientific purposes through the development of new and improved technology in the production of fish and other marine species.

The station is in poor condition and operation is only possible for a few months of the year. A plan has been prepared for improving the station along with a provisional budget for this work. As part of the improvements, there will have to be a call for tenders in Myanmar for some of the equipment that must be procured. The first assignment for the consultant will be to assist with the procurement. The tenderer must particularly assist with technical descriptions of the equipment that must be procured. We expect that this assignment can be solved via video conferences and email correspondence if required. The consultant will decide the order of these procurements as part of the assignment. Some drawings of technical installations are already available. These must be reviewed and assessed as part of the contract.

The intention is that the tenderer will have a role in the training and introduction of maintenance and operation of the station after the facility is complete. Several different assignments, which will be further specified, can be expected in this project phase.

The contracting authority participates in a cooperation project in a number of other development countries. For example Ghana, where we participate in a cooperation project with the country's authorities on the development of the fishing and aquaculture sector. The contracting authority is also in discussions with both Colombia and Cuba on the start-up of and contracts for similar development projects for the above-mentioned industries in the countries.
