Voldsløkka School is planned for Uelands gate 85 (cadastral No 57/title No 107).
Uelands gate 85 was rezoned from industry to combined educational and sports facilities through decisions in Oslo City Council on 13.12.2017.
The school site adjoins an area where detailed regulation of Voldsløkka sports centre is taking place. This work is being managed by the municipal undertaking for educational buildings and property on behalf of the Agency for Urban Environment, but is not part of this project.
The project mainly comprises, amongst other things:
— construction of a new building (plus house) along Uelands gate,
— total renovation of the listed H-building on the site (the Heidenreich building),
— a connection on level 2 between the new building and the H-building,
— landscape works,
— demolition of existing offices along Uelands gate (option in this procurement).

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Legally established company a company registration certified must be submitted, or an equivalent certificate as determined by the laws of the country where the tenderer is established.

Økonomisk og finansiell stilling:

— credit evaluation/rating, not older than 6 months, and which is based on the last known accounting figures. The entire credit rating report must be submitted, and it must contain key figures for the last 3 financial years. A rating should be carried out by an officially approved credit rating institution. The contracting authority reserves the right to obtain a separate credit evaluation, if necessary. If a tenderer has valid reasons for not being able to provide the documentation requested by the contracting authority, the tenderer can prove his economic and financial position with any other document that the contracting authority deems suitable,

— annual Financial Statements for the last 3 fiscal years which includes the Director's report, income statement, balance sheet, notes, and auditor's report.

Teknisk og faglig kapasitet:

— certificate for the company's quality system/management system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008. The contracting authority will also accept any other documentation showing that the tenderer has established equivalent quality assurance measures. cf. the Public Procurement Regulations § 16-7 (1) cf. (3).

— a description of the tenderer's quality assurance system,

— certificate for the company’s environmental management system or environmental management standards issued by independent bodies, for example ISO 14001, EMAS. The contracting authority will also accept other documentation showing that the tenderer has established equivalent measures, cf. the Public Procurement Regulations § 16-7 (2) cf. (3).

— a description of environmental management measures,

— an overview of building and construction works (ventilation, plumbing and automation) that the tenderer and his sub-suppliers have carried out in the last 5 years, together with attestations of satisfactory execution of the most important works. The overview and certificates ought to state the value, contract form, dates and place the work was performed, and indicate whether the work was professionally and properly completed.

References must be given and the municipal undertaking for educational buildings and property must be given authority to contact them.

Information on the education and professional qualifications of the tenderer and the company's administrative management (competence matrix/organisation chart, CV, school reports, certificates of apprenticeship, course certificates, etc.)

— a statement of the tenderer's average annual workforce and the number of employees in management in the last 3 years, for example, competence matrix,

— a description of the tools, material and technical equipment that the tenderer has at its disposal for fulfilment of the contract.
