Utdanningsdirektoratet [the Norwegian Directorate for Education and Training] announces a competition to procure a National Centre and Research Coordinator for International Civic and Citizenship Education Study 2022 (ICCS 2022) in Norway. The International Association for the Evaluation of Educational Achievement (IEA) is behind the study. IEA is a research led partnership organisation that implements comparative trend studies of school systems and student learning outcomes.
ICCS examines lower secondary school student democracy and citizenship competence. The study analyses both the student knowledge, their engagement and their view of important society questions. The analysis is carried out based on the students’ social background and their life outside of school. In addition, the school's facilitation for, and work with, education for democracy and citizenship in and outside the teaching situation is examined.

In this assignment, the contractor must prepare and carry out the collection and analysis of the Norwegian ICCS data. The work occurs in close collaboration with IEA. A centre is being established, that will be led by a national research coordinator. The research coordinator has main responsibility for quality assurance of the study instruments, for data collection in the piloting and main study phases, and for analysis and reporting from individual countries. Descriptions of the study progress and of the research coordinator’s work assignments have been prepared. This, and information about the length and content of the questionnaires, are enclosed as attachments to this tender documentation.
