Departementenes sikkerhets- og serviceorganisasjon (DSS) [the Norwegian Government Security and Service Organisation] will establish a contract for the purchase of online based psychological tests to be used in recruitment and employee development. In addition to on-line tests, the Contracting Authority needs consultancy services and user support/training in connection with use of the tests. The Contracting Authority wants a solution that can predict candidate job performance, at the same time being user-friendly for the Contracting Authority, test administrator and candidates.

The customer is responsible for delivering several joint services in the HR area to the joint ministries, including certain services in competence development and recruitment support to fifteen ministries and the Office of the Prime Minister. The customer must also safeguard suitable recruitment processes. From autumn 2019, DSS will begin piloting ability and personality testing of relevant candidates in recruitment processes for some ministries. DSS wants to enter into a contract with 1 service provider who can offer:

— test tools (psychological tests, including personality tests, ability tests and a battery of manager tests),

— courses and certification in the use of competence and testing tools,

After the pilot is implemented in autumn 2019, DSS will establish a testing service in 2020 that will be offered to the joint ministries and DSS. For the first year, we estimate that the need will be approx. 430 personality tests and 240 aptitude tests for employee positions. It is assumed that the annual scope will increase gradually during the contract period to 860 personality tests and 480 aptitude tests after 4 years.

The number of test-users is anticipates to be approx. 6 persons of which several have previous certification for 1 or more testing tools.

We are uncertain of the volume for employee development, but estimate that during the contract period there is potential for approx. 70 persons annually.

The main portion of the purchase in this contract will be personality and aptitude tests, but the customer must also have the possibility of utilising the service provider's other test portfolios.

In periods where the Contracting Authority has a lack of capacity, there may also be a need for consultancy services in connection with the use of testing tools in recruitment processes.

The service provider must be able to offer a competence tool that can be used in the job analysis and that provides relevant questions for the interview guide. The tools offered to the customer must help the personality and aptitude tests, must be part of the tools.

— test tools (psychological tests, including a ‘battery of manager tests’ [lederbatteri] that as a minimum consists of a personality test),

— courses and certification in the use of testing tools,

After the pilot is implemented in autumn 2019, DSS will establish a testing service in 2020 that will be offered to the joint ministries and DSS.

For recruitment in manager position, we want to utilise a battery of manager tests, proposed by the service provider. We are uncertain of the volume, but we estimate that during the first year there may be approx. 30 manager positions with an estimated 60-90 test candidates. It is anticipated that the annual scope will gradually increase during the contract period to approx. 70 manager positions with roughly 140-210 test candidates per year.

The main portion of the purchases in this contract will be ‘ledertestbatteri’ [the battery of manager tests], but the customer must also have the opportunity to utilise the service provider's other test portfolios. The customer must also be able to utilise the tools in development context.

There will also be a need for consultancy services and advisory services in connection with manager recruitment. The number is uncertain, but we anticipate that the need for consultancy services may apply to approx. 15 such recruitment processes per year.

— foreign tenderers: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.

Documentation: a certificate, not older than 6 months, which verifies that the tenderer has fulfilled his taxes, social security contributions and VAT payment obligations.

Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.

Requirement: tenderers must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

A credit rating with key figures from a recognised credit assessment company, or other form of documentation to demonstrate that the requirement has been met.

Teknisk og faglig kapasitet:

Requirement: tenderers must have sufficient ability and experience to carry out the delivery.

Documentation: a description of the tenderer's 3 most relevant assignments in the last 3 years, together with information on the contracts' value, date of delivery or execution and the name of the recipient. Tenderers are responsible for ensuring that the description is of such a nature that it documents fulfilment of the requirement.

Requirement: tenderers must have sufficient capacity to carry out the delivery within the specified limitations and deadlines.

A description of the tenderer's average annual workforce and the number of employees in management during the last 3 years.
